MEMORANDUM FOR : THE IMPERIAL JAPANESE GOVERNMENT.
THROUGH : Central Liaison Office, Tokyo.
SUBJECT : Reception Centers in Japan for Processing Repatriates.

1．The instructions contained in the following directives will be superseded by this directive:

　　a．Memorandum this headquarters AG 370.05(7 Oct 45)GC, subject: "Establishment of Landing Point Bureaus for the Receiving of Returning Japanese Repatriates," dated 7 October 1945.

　　b．Radio this headquqrters ZAX 6225, subject: "Ports to be Prepared for Use in Repatriating Japanese Nationals," dated 30 September 1945, as amended by Radio ZAX 6354, dated 2 October 1945.

2．The Japanese Government will:

　　a．Establish, organize and operate reception centers at designated ports (see and 3a) to receive, process, care for and evacuate all Japanese military, naval and civilian repatriates returning to Japan Proper from overseas.

　　b．Demobilize military and naval personnel returning from overseas at the reception center servicing the port of debarkation.

　　c．Assemble, process, care for and load non-Japanese nationals to be returned to their homelands. (See par 3a).

　　d．Exercise control over all reception centers through a single agency of the Japanese Government which will operate the centers and carry but the necessary coordination with other governmental agencies regarding supply, customs, transportation, demobilization, physical inspections and quarantine.

3．a．Reception Centers: Location, character and capacity.
　　　Reception centers will be established by the Imperial Japanese Government as indicated below, and only these centers will be used for repatriation purposes:

　　b．Facilities.

　　　　Adequate facilities will be established at each of the above designated ports to receive, process and evacuate repatriates in the numbers indicated. They will include necessary storage space for food, clothing and medical supplies as well as space for administration, necessary medical examinations, quarantines and quarantine hospitals. Arrangements will be made with Commanding Genarals of Sixth and Eighth United States Armies for assignment of necessary space for these facilities.

　　c．Quarantine:

　　　　Adequate inspection and quarantine stations will be established immediately at each of the above designated ports to control:

　　　　(1)The entry into the home islands of persons (military, naval or civilian) with contagious diseases which would endanger the health of the Occupation Forces or the Japanese population

　　　　(2)The departure of non-Japanese nationals with contagious diseases which would endanger the health of the outgoing shipment of non-Japanese nationals or the population of countries of destination.

　　d．Supply

　　　　(1)Adequate food and medical supplies will be provided repatriates while in the reception centers

　　　　(2)Vessels leaving designated ports in the home islands will be provided by the reception centers with sufficient stocks of food, medical supplies, clothing and other items required for the ships crews and repatriates on the outgoing and return voyages.

　　e．Transportation.

　　　　(1)Each reception center will arrange for the necessary transportation to move incoming repatriates from its area within twenty-four hours after completion of processing.

　　　　(2)Each reception center will regulate the flow of non-Japanese repatriates to be returned to their homelands from Japan in accordance with shipping schedules. These schedules by this headquarters and copies thereof wil be furnished the Central Liaison Office, Tokyo. Changes in schedule, ports of destination, estimated time of arrival and loadings will be furnished the same office by this headquarters as information is received.

　　f．Currency.

　　　　(1)Reception center commanders will permit non-Japaanese repatriates returning to foreign countries to take with them yen currency in amounts not to exceed \ 1,000.00 per person.

　　　　(2)Reception center commanders will take up against individual receipt yen currency in excess of \ 1,000.00 per individual and all other currencies and such other items as are enumerated in Memorandum, this headquarters, dated 22 September 1945, Subject, "Control over Exports and Imports of Gold, Silver, Securities and Financial Instruments".

4．The establishment organization and operation of each reception center will be under the supervision of the United States Army Commander who exercises control over the area in which the reception center is located.

5．The Imperial Japanese Government will submit to this headquarters for approval its plan for the organization and proposed operation of each reception center exclusive of Hokodate(ママ), indicated in paragraph 3 above, by 31 October 1945.

6．The Imperial Japanese Government will submit the reports as called for by radio, this headquarters, ZA6361, dated 3 October 1945.

１．以下の指令に含まれる指示はこの指令によって取って代えられる
　　ａ．1945年10月7日付SCAPIN100「日本人引揚者の帰国受入のために上陸地点に事務所を開設」
　　ｂ．1945年10月2日付無線指令6554によって改められた1945年9月30日付無線指令ZAX6225「日本人の引揚に使用する港の準備」

２．日本政府は
　　ａ． 海外から日本に引揚げてくる全ての日本陸海軍人と一般人の受入、処理、世話と撤収を行うため指定港(パラグラフ3aを見よ)収容機関の設立、組織及び運営をすること
　　ｂ．上陸業務を行なっている港の機関において海外から引揚げてくる陸海軍人の復員を行なうこと
　　ｃ．非日本人の集結・輸送・世話・乗船を行なうこと。（パラグラフ3aを見よ）
　　ｄ．日本政府は一つの機関を通して、供給、税関、輸送、復員、検診及び検疫に関しては、他の政府機関により必要な調整以外の全ての収容機関の運営統御を行なうこと

３．ａ．収容機関の場所、性格と収容能力
　　　　以下に示す機関は日本政府によって設立され、送還引揚にのみ使用されること

　　ｂ．設備
　　　　引揚者の受入、処理及び撤収のために適切な施設を各指定港に設置すること。施設には業務執行、必要な診察、検疫所及び検疫病院のための場所と共に、食料、衣料及び医療品のために必要な貯蔵場所をも含むこと。これらの施設に必要な場所の指定は米第6・8軍によって準備されること
　　ｃ．検疫
　　　　以下の統御を行なうため上記指定港に適切な検診所及び検疫所が即座に設立されること
　　　　（１）占領軍と日本住民の健康を危険にさらす接触性伝染病を持つ人間(陸海軍人もしくは一般人)の本土への入国
　　　　（２）往復船舶の非日本人か目的地の住民の健康を危険ににさらす接触性伝染病を持つ非日本人の出発
　　ｄ．供給
　　　　（１）収容機関にいる間、送還者にはじゅうぶんな食糧と医薬品が供給されること
　　　　（２）本土の指定港を出発する船舶は収容機関によって食糧、医薬品、衣類とその他往復の航海で船員・送還者に必要な物品のじゅうぶんな貯蔵を供給されること
　　ｅ．輸送
　　　　（１）それぞれの収容機関は、送還者を処理終了後24時間以内に機関から移動させるのに必要な輸送の手配をすること
　　　　（２）それぞれの収容機関は輸送スケジュールに従って日本から本国へ送還される非日本人送還者の送出を管理する。これらのスケジュールはその本部によって確立され、そのコピーは東京のCLO(終戦連絡中央事務所)に与えられる。目的地の港における到着見積もり時間と積載のスケジュールの変更はその本部によって同じ事務所に与えられ、情報として受け取られる
　　ｆ．通貨と有価証券
　　　　（１）収容機関の長は外国に帰還する非日本人送還者が、1人当たり総計1,000円を上回らない金額の円通貨を持ち出すことを許可する
　　　　（２）収容機関の長は外国に帰還する非日本人送還者から、保管証と引き換えに、1人当たり1,000円を上回る円通貨、その他全ての通貨、有価証券、そして1945年9月22日付SCAPIN44「金、銀の輸出入と有価証券及び金融証書の管理」で列挙されたその他物品を取り上げる

４．それぞれの収容機関の設立、組織と運営はそれら機関のある地域を制御するする米軍司令官の管理下にあること

５．日本政府は1945年10月31日までに、この組織の計画の承認と、函館（上のパラグラフ3で示される）を除いて各々の収容機関の運営計画を連合軍司令部に提出すること

６．日本政府は1945年10月3日付のGHQ無線指令ZA6361によって要求されたレポートを提出すること

MEMORANDUM FOR : IMPERIAL JAPANESE GOVERNMENT.
THROUGH : Central Liaison Office, Tokyo.
SUBJECT : Repatriation of Koreans from Japan.

１．Reference is made to radio this headquarters ZAX 7046 which directed that measures be instituted to limit and control entrance of Koreans seeking repatriation into Shimonoseki, Fukuoka, Senzaki and other areas of Kyushu and Southern Honshu until present congestion has been relieved.

２．This headquarters has been informed that Koreans are now crowding into the Kobe-Osaka-Nagoya area.

３．It is essential that the Japanese Government take immediate steps to restrict Koreans to areas in which they are now located until such time as present congestion in areas listed in paragraphs 1 and 2 above is relieved. An overall plan for repatriation of Koreans, listing ports of debarkation, and rates of flow through the ports will be issued in the next few days by this headquarters. Upon receipt of this plan will control movements of subject personnel in accordance therewith.

２．司令部は朝鮮人が神戸・大阪・名古屋地域に押し寄せていることを知った

３．1、2に示された、地域の混雑が軽減されるまで、日本政府が朝鮮人を現在居る地域に制限するための緊急措置を取ることは重要である。朝鮮人の送還の全体的な計画、上陸港の名簿作成、送出率は、数日のうちに司令部によって発せられる。その計画の受領と同時に、それに従って主題の人員の動きを管理すること

１．Whenever reference to the "United Nations" is made in any order, memorandum or directive, that term, in the absence of indication to the contrary, shall be taken as meaning and including the nations which are signatories of the United Nations Declaration dated 1 January 1942, and nations associated with them in this war. They are:

MEMORANDUM FOR : IMPERIAL JAPANESE GOVERNMENT.
THROUGH : Central Liaison Office, Tokyo.
SUBJECT : Repatriation of Non-Japanese from Japan.

１．a．The following plan governing the repatriation of non-Japanese nationals to their respective homelands will be placed in effect without delay.

　　b．The entire plan revolves around the use of Reception Centers and the flow of non-Japanese to be repatriated through these Centers in the numbers that can be accommodated by the available shipping.

　　c．Memo to the Japanese Government, file AG 370.05(15 0ct 46)GC dated 15 October 1945, subject: "Reception Centers in Japan for Processing Repatriates" and Memo to the Japanese Government, file AG091(16 Oct 45)GC, dated 16 October 1945, subject: "Policies Governing Repatriation of Japanese Nationals in Conquered Territory" are included in and become part of this plan.

２．The following Reception Centers will be used to process non-Japanese repatriates leaving Japan:
　 Senzaki Primarily to process departing Koreans.
　 Hakata Primarily to process departing Koreans and Chinese formerly domiciled in North China.
　 Kagoshima Primarily to process departing Chinese formerly domiciled in Central China.
　 Kure Primarily to process departing Koreans and Chinese formerly domiciled in North Central China. Will be used to lessen the load of Senzaki, Hakata and Kagoshima.
　　　　　　
３．The Japanese Ministry of Welfare will:

　　a．Make the necessary arrangements with the other Ministries concerned to insure that each of the Reception Centers mentioned in paragraph 2 above is kept filled with outgoing repatriates to the capacities　shown in paragraph 3a of Memo to the Japanese Government, filｅ AG 370.5(15 Oct 45)GC, dated 15 October l945, subject: "Reception Centers in Japan for Processing Repatriates".

　　b．Scrutinize carefully the shipping schedules furnished so that Reception Centers do not become congested.

４．The Japanese Ministry of Welfare will be guided by the following in preparing plans for the flow of repatriates to Reception Centers.

　　a．Koreans will be cleared from in the following order:

　　　（１）Moji - Shimonoseki - Hakata Area.
　　　（２）Osaka - Kobe Area.
　　　（３）Remainder of Japan.

　　b．Within the areas mentioned in paragraph 4a, above, priority for Koreans will be given, in order to: demobilized soldiers, former forced laborers and other Koreans.

　　c．Controls will be established to fix Koreans desiring to return to Korea in their present abodes until they are directed to move under the provisions of this plan.

　　d．A special priority will be established for the repatriation of Chinese and Korean coal miners residing in Northern Honshu. They will be evacuated at a rate of 1000 per day beginning not later than 14 November 1945.

　　e．Chinese formerly domiciled in North China will be returned to Northern Chinese ports at a rate of not to exceed 10,000 per month. Those domiciled in Central China will be returned to Shanghai at a rate not to exceed 2,000 per month.

　　f．Empty spaces on vessels bound for northern Chinese ports will be filled with Koreans who will be offloaded in Korea.

　　g．Plans for the return of those individuals formerly domiciled in Formosa, the Ryukyus and South China will be deferred until further notice.

５．The Japanese Government will be furnished shipping schedules governing the movement of:

　　a．Japanese merchant and naval vessels in the same manner as at present.

　　b．United States Landing Ships, Tank, as they are established, through the same channels. Their schedules will indicate which LST'ｓ ｍay be outloaded， with Koreans, Chinese destined for Northern and Central China.

６．The Japanese Ministry of Welfare will furnish all non-Japanese repatriates outloaded on LST's with one day's supply of pre-cocked rice and sufficient dry rice for the voyage plus one day.

７．The Japanese Government，in order to prevent congestion at Reception Centers and unnecessary suffering by repatriates, will adopt among others the following measures:

　　a．Inform all concerned of the essential parts of this plan through the media of the press and radio.

　　b．Through the same media urge the prospective repatriates to remain in their former places of abode until their movement to Reception Centers can be planned and calling their attention to the sufferings that will result from overcrowding of Centers and the consequent delays in carrying out the program.

８．Japanese Ministry of Welfare will modify their plan, contained in C.L.O. No.349, subjcet: "Repatriation of Koreans", dated 23 October 1945 to conform with provisions of this memorandum.

９．A report will be submitted showing the number of repatriates leaving Japan each week. The week will be from Monday through Sunday inclusive and will reach this headquarters not later than the following Wednesday. The following information will be included name of vessel, time of departure, port of departure, destination, number of passengers ｂy nationality, and total departed to date by nationality.

　　ａ．パラグラフ2で言及されるそれぞれの収容機関に関係するその他の省庁と、10月15日付SCAPIN「日本における引揚送還処理のための収容機関」のパラグラフ3aに示される送還能力を確実に満たすために必要な取り決めをする
　　ｂ．収容機関が混雑しないよう、慎重に船舶航行のスケジュールを綿密に調べる

４．厚生省は以下の計画によって収容機関に向かう送還者の送出計画の準備を指示される
　　ａ．朝鮮人は以下の地域の順序で一掃されること

SUBJECT : Repatriation Reception Centers.

１．Attention is directed to the importance of the preparation without delay of reception centers for repatriation as directed in Memo to your government file AG 370.05(15 Oct 45)GC, subject: "Reception Centers in Japan for Processing Repatriates." dated 15 October 1945. The rate of flow will increase sharply. Within a month 85 LST's capable of transporting 1000 individuals each will shuttle between China and Korea and the ports of Sasebo, Hakata, Kagoshima and Kure. Present plans contemplate increasing in the near future the rate of flow into Uraga and Yokohama to approach the combined capacity of those ports (10,000 daily). This increase will be carried in US amphibious and Liberty ships. In addition, 10 Liberty ships are being planed on shuttle between Ryukyus and Japan. Necessity, for speed in the preparation of the reception centers is thus apparent.

２．In connection with the preparation of reception centers, it is reported to this headquarters that representatives of the Commanding General �� Corps have been unable to establish contact with your official in charge of the reception center at Kure. It is desired that you direct him to report at once to a representative of the Commanding General �� Corps at his headquarters in Kure.

３．Certain Japanese operated vessels are making unauthorized repatriation trips between Korea and ports in the Shimonoseki area and on the coast of Honshu to the north thereof. This traffic constitutes a serious health menace both to Korea and Japan. It is directed that necessary steps be taken by the Japanese Government to restrict vessels engaged in repatriation to those schedules and ports authorized by SCAJAP.

１．The instructions contained in memorandum this headquarters, AG 370.05 (15 Oct 45)GC, subject as above, dated 15 October 1945, and the directives rescinded therein, are superseded by this directive.

２．The Ministry of Public Welfare, having been designated by the Japanese Government to handle repatriation matters, ｗill:

　　a．Establish a central agency to effect: Coordination with other governmental agencies regarding supply, customs, transportation, physical inspections, quarantine and demobilization; and liaison with the headquarters of the Sixth US Army and of the Eighth US Army.

　　b．Establish and operate reception centers at designated ports (see par 3a), each under a single organization to:

　　　　（1）Receive process, care for and evacuate all Japanese repatriates returning to Japan proper from overseas.

　　　　（2）Assemble, process, care for and load non-Japanese national to be returned to their homelands, as outlined in memorandum this headquarters, AG 370.5 (17 Nov 45)GC, subject: "Repatriation of Non-Japanese from Japan," dated 17 November 1945.

　　　　（3）Maintain liaison with local US military authorities.

３．a．Reception Centers: Location, character and capacity.

　　　Reception centers will be located as indicated below, and only these Centers will be used for repatriation purposes:

　　b．Facilities.
　
　　　　Adequate facilities will be established at each of the above designated ports to receive, process and evacuate repatriates in the numbers indicated. They will include necessary storage space for food, clothing and medical Supplies as well as space for administration, necessary medical examinations, quarantines and quarantine hospitals. The Ministry of Public Welfare will make arrangements with the Commanding Generals of Sixth and Eighth United States Armies for assignment of necessary space for these facilities.

　　c．Medical Procedures.

　　　　Adequate inspection and Quarantine stations will be established immediately at the above designated ports. They will be operated in accordance with the procedures prescribed in Memorandum this headquarters, file AG 720 (20 0ct 45)PH, dated 20 October 1945, subject: "Medical and Sanitary procedures for Debarkation and Port Sanitation in Repatriation." The procedures as outlined in above mentioned memorandum, and such additional measures as are subsequently directed by this headquarters, will also be carried out in processing non-Japanese nationals departing from Japan.

　　d．Supply.

　　　　（1）Adequate food and medical supplies will be provided repatriates while in the reception centers.

　　　　（2）Vessels leaving designated ports in the home islands will be provided by the reception centers with sufficient stocks of food, medical supplies clothing and other items required for the ships' crews and repatriates on the outgoing and return voyages.

　　e．Transportation.

　　　　（1）Each reception center will arrange for the necessary transportation to move incoming repatriates from its area within twenty-four hours after completion of processing.

　　　　（2）Each reception center will regulate the flow of non-Japanese repatriates to be returned to their homelands from Japan in accordance with shipping schedules. These schedules will be established by this headquarters and copies thereof ｗill be furnished the Central Liaison Office, Tokyo. Changes in schedule, ports of destination, estimated time of arrival and loading will be furnished the same office by this headquarters as information is received.

　　f．Currency and Securities.

　　　　（1）Reception center commanders will permit non-Japanese repatriates returning to foreign countries to take with them Yen currency in amounts not to exceed \ 1,000.00 per person.

　　　　（2）Reception center commanders will take up against individual receipt from non-Japanese repatriates returning to foreign countries Yen currency in excess of \ 1,000.00 per individual, all other currencies, securities and such other items as are enumerated in Memorandum this headquarters, file AG 091.3 (22 Sep 45)LSS, dated 22 September 1945, subject: "Controls over Exports and Imports of Gold, Silver, Securities and Financial Instruments. "

４．The establishment, organization and operation of each reception center will be under the supervision of the United States Army Commander who exercises control over the area in which the reception center is located.

　　　　（１）それぞれの収容機関は、送還者を処理終了後24時間以内に機関から移動させるのに必要な輸送の手配をすること
　　　　（２）それぞれの収容機関は輸送スケジュールに従って日本から本国へ送還される非日本人送還者の送出を管理する。これらのスケジュールはその本部によって確立され、そのコピーは東京のCLO(終戦連絡中央事務所)に与えられる。目的地の港における到着見積もり時間と乗船スケジュールの変更はその本部によって同じ事務所に与えられ、情報として受け取られる
　　ｆ．通貨と有価証券
　　　　（１）収容機関の局長は外国に帰還する非日本人送還者が、総計1人当たり1,000円を上回らない金額の円通貨を持ち出すことを許可する

１．Memorandum this headquarters, file AG 370.5(1 Nov 45)GC, dated 1 November 1945, subject as above, is rescinded.

２．a．The following plan governing the repatriation of non-Japanese nationals to their respective homelands will be placed in effect without delay.

　　b．The entire plan revolves around the use of Reception Centers and the flow of non-Japanese to be repatriated through these Centers in the numbers that can be accommodated by the available shipping.

　　c．Memo to the Japanese Government, file AG 370.05(17 Nov 45)GC dated 17 November 1945, subject: "Reception Centers in Japan for Processing Repatriates" and Memo to the Japanese Government, file AG091(16 Oct 45)GC, dated 16 October 1945, subject: "Policies Governing Repatriation of Japanese Nationals in Conquered Territory" are included in and become part of this plan.

３．The following Reception Centers will be used to process non-Japanese repatriates leaving Japan:

　 Senzaki Primarily to process departing Koreans.
　 Hakata Primarily to process departing Koreans, and Chinese formerly domiciled in North China.
　 Kagoshima Primarily to process departing Chinese formerly domiciled in Central China.
　 Sasebo Primarily to process departing Koreans.
　 Kure-Ujina To process personnel as ordered.
　 Maizuru Primarily to process departing Koreans.
　 Hokadate(ママ) Primarily to process departing Koreans.

４．The Japanese Ministry of Welfare will:

　　a．Make the necessary arrangements with the other ministries concerned to insure that each of the Reception Centers mentioned in paragraph 3 above is kept filled with outgoing repatriates to the capacities shown in paragraph 3a of Memo to the Japanese Government, file AG 370.5(17 Nov 45)GC, dated 17 November l945, subject: "Reception Centers in Japan for Processing Repatriates".

　　b．Scrutinize carefully the shipping schedules furnished so that Reception Centers do not become congested.

５．The Japanese Ministry of Welfare will be guided by the following in preparing plans for the flow of repatriates to Reception Centers.

　　a．Koreans will be cleared from in the following order:

　　　（１）Moji - Shimonoseki - Hakata Area.
　　　（２）Osaka - Kobe Area.
　　　（３）Remainder of Japan.

　　b．Within the areas mentioned in paragraph 5a, above, priority for Koreans will be given, in order to: demobilized soldiers, former forced laborers and other Koreans.

　　c．Controls will be established to fix Koreans desiring to return to Korea in their present abodes until they are directed to move under the provisions of this plan.

　　d．A special priority will be established for the repatriation of Chinese and Korean coal miners residing in Northern Honshu and Hokkaido. They will be evacuated at a rate of 1000 per day beginning not later than 24 November 1945.

　　e．Empty spaces on vessels bound for northern Chinese ports will be filled with Koreans who will be offloaded in Korea.

　　f．Plans for the return of those individuals formerly domiciled in Formosa, the Ryukyus and South China will be deferred until further notice.

６．The Japanese Government will be furnished shipping schedules governing the movement of:

　　a．Japanese merchant and naval vessels in the same manner as at present.

　　b．United States Landing Ships, Tank, as they are established, through the same channels. Their schedules will indicate which LST's may be outloaded, with Koreans, and Chinese destined for Northern and Central China.

７．The Japanese Ministry of Welfare will furnish all non-Japanese repatriates outloaded on LST's with one day's supply of pre-cocked rice and sufficient dry rice for the voyage plus one day.

８．The Japanese Government, in order to prevent congestion at Reception Centers and unnecessary suffering by repatriates, will adopt among others the following measures:

　　a．Inform all concerned of the essential parts of this plan through the media of the press and radio.

　　b．Through the same media urge the prospective repatriates to remain in their former places of abode until their movement to Reception Centers can be planned and calling their attention to the sufferings that will result from overcrowding of centers and the consequent delays in carrying out the program.

９．Japanese Ministry of Welfare will modify their plan, contained in C.L.O. No.349, subject: "Repatriation of Koreans", dated 23 October 1945 to conform with provisions of this memorandum.

１０．A report will be submitted showing the number of repatriates leaving Japan each week. The week will be from Monday through Sunday inclusive and will reach this headquarters not later than the following Wednesday. The following information will be included: name of vessel, time of departure, port of departure, destination, number of passengers by nationality, and total departed to date by nationality.

２．Local US military authorities have been directed to place US guards aboard all trains scheduled specifically to carry non-Japanese repatriates to ports of embarkation. Guards to be placed aboard will number two (2) per rail car occupied by non-Japanese repatriates.

３．Imperial Japanese Government will direct the local Japanese Government officials to:

　　a．Request local US military authorities to place US guards aboard trains scheduled specifically to carry non-Japanese repatriates to ports of embarkation. Each request will contain information as follows:

１．a．Sailing of vessels carrying repatriates for Korea was suspended 30 December until further orders. Military Commanders have been directed to offload all Koreans from vessels destined for Korea that have not left ports in Japan.

　　b．Serious congestion will develop at reception centers outloading Koreans unless the flow of Koreans repatriates into those ports is stopped at once.

２．The Japanese Government will take immediate steps to:

　　a．Cancel all special trains carrying Korean repatriates to reception center for shipment to Korea.

　　b．Cancel the assignment of special cars, designated to carry Korean repatriates, that are normally coupled to regularly scheduled trains.

　　c．Suspend for time being practice of furnishing transportation tickets to Koreans bound for reception centers.

　　d．Be prepared to relieve possible congestion that may result at reception centers by evacuating, prospective Korean repatriates, thereat by rail.

　　e．Care for 2,600 Koreans that will be offloaded by USS General O. H. Ernst, due to arrive Uraga on 1 January, until such time as they can be trains-shipped to Korea.

３．Under the provisons of the memorandums referred to in paragraph 1 above the Imperial Japanese Government will:

　　ａ．Medically inspect all outgoing repatriates, hospitaling all individuals with certain infectious diseases (reference 1a and 1b).

　　ｂ．Furnish ample and palatable food for the voyage (reference 1c).

　　ｃ．Clothe repatriates when necessary. (reference 1b)

４．Additionally the Imperial Japanese Government will:

　　ａ．Organize outgoing nonーJapanese repatriates into groups under group leaders prior to embarkation.

　　ｂ．Thoroughly instruct these groups in shipboard routine and sanitary measures to be observed.

　　ｃ．Insure orderly embarkation of groups.

SUBJECT : Armament of Police Force in Japan.

1.Information receives at this Headquarters indicates that the Japanese Government has refrained from arming the Civil Police due to a misunderstanding of the disarmament directives. Directives issued by this Headquarters have not prohibited the arming of Japanese Civil Police with pistols where necessary nor has such prohibition been the intention of this Headquarters at any time.

2.The Imperial Japanese Government is hereby advised that the Japanese Civil Police are authorized to carry pistols in the performance of their duties, as deemed necessary by the Imperial Japanese Government, subject to the provision that the total number of pistols available to the Japanese Civil Police shall not exceed the strength of the Japanese Civil Police Force authorized by this Headquarters.

3.It is directed that all firearms, other than pistols authorized in accordance with the foregoing, currently in the hands of the Japanese Civil Police Force be delivered to United States Army Occupation Forces on or before 1 March 1946 accordance with established disarmament procedures.

4.The Imperial Japanese Government is authorized to maintain a supply of 100 rounds of ammunition for each pistol authorized the Japanese Civil Police. Ammunition in excess of this amount will be turned over to United States Army Occupation Forces. Requests for resupply of ammunition may be submitted by police chiefs through local Occupation Force Commanders, as necessary.

１．連合国軍総司令部は、軍備縮小指令の誤解によって日本政府が警察の武装を抑制したという情報を受け取った。総司令部によって出された指令は、必要な場合日本警察が拳銃で武装することを禁止するものではなく、またそのような禁令はいかなる場合においても総司令部の意図するものではない。

２．日本政府は、支給拳銃総数が総司令部が許可した警官定員数を越えない限り、日本政府が必要だと判断する時、日本警察がその任務の遂行のために拳銃を携帯する許可を与えることを勧奨される。

３．現在日本警察が所持する前項によって許可された拳銃以外の全ての火器を、確認された軍備縮小の手続によって1946年3月1日までに占領米軍に引き渡すよう指令する。

４．日本政府は日本警察に許可された拳銃1挺につき弾丸100発の支給を継続することを許可される。この量を上回る弾丸が占領米軍に引き渡される。必要に応じて、弾丸再支給の要請は警察署長から地方占領軍司令官を通して提出すること。

　　ｂ．Move the subject Koreans to suitable repatriation port for shipment to Korea.

１．Reference is made to the following Memoranda to the Imperial Japanese Government.

２．a．Short range Japanese repatriation shipping in the Korea - Japan shuttles is being redistributed to approximate the following percentages.

　 Hakata 25%
　 Senzaki 45%
　 Maizuru 15%
　 Hakodate 15%

　　b．Information concerning the actual number of passenger spaces available at any time may be obtained from SCAJAP through the CMMC.

３．The Imperial Japanese Government will:

　　a．Keep the reception centers serving the above ports filled to capacity with outgoing repatriates.

　　b．Outload to capacity all repatriation vessels sailing from these ports.

MEMORANDUM FOR : IMPERIAL JAPANESE GOVERNMENT.

SUBJECT : Governmental and Administrative Separation of Certain Outlying Areas from Japan.

１．The Imperial Japanese Government is directed to cease exercising, or attempting to exercise, governmental or administrative authority over any area outside of Japan, over any government officials and employees or any other persons within such areas.

２．Except as authorized by this Headquarters, the Imperial Japanese Government will not communicate with government officials and employees or with any other persons outside of Japan for any purpose other than the routine operation of authorized shipping, communications and weather services.

３．For the purpose of this directive, Japan is defined to include the four main islands of Japan (Hokkaido, Honshu, Kyushu and Shikoku) and the approximately 1,000 smaller adjacent islands, including the Tsushima Islands and the Ryukyu (Nansei) Islands north of 30゜North Latitude (excluding Kuchinoshima Island); and excluding (a) Utsuryo (Ullung) Island, Liancourt Rocks (Take Island) and Quelpart (Saishu or Cheju) Island, (b) the Ryukyu (Nansei) Islands south of 30゜ North Latitude (including Kuchinoshima Island), the Izu, Nanpo, Bonin (Ogasawara) and Volcano (Kazan or Iwo) Island Groups, and all other outlying Pacific Islands [including the Daito (Ohigashi or Oagari) Island Group, and Parece Vela (Okino-tori), Marcus (Minami-tori) and Ganges (Nakano-tori) Islands ], and (c) the Kurile (Chishima) Islands, the Habomai (Hapomaze) Island Group (including Suisho, Yuri, Akiyuri, Shi1botsu and Taraku Islands) and Shikotan Island.

４．Further areas specifically excluded from the governmental and administrative jurisdiction of the Imperial Japanese Government are the following: (a) all Pacific Islands seized or occupied under mandate or otherwise by Japan since the beginning of the World war in 1914 (b) Manchuria, Formosa and the Pescadores, (c) Korea, and (d) Karafuto.

５．The definition of Japan contained in this directive shall also apply to all future directives, memoranda and orders from this Headquarters unless otherwise specified therein.

６．Nothing in this directive shall be construed as an indication of Allied policy relating to the ultimate determination of the minor islands referred to in Article 8 of the Potsdam Declaration.

７．The Imperial Japanese Government will prepare and submit to this Headquarters a report of all governmental agencies in Japan the functions of which pertain to areas outside of Japan as defined in this directive. Such report will include a statement of the functions, organization and personnel of each of the agencies concerned.

８．All records of the agencies referred to in paragraph 7 above will be preserved and kept available for inspection by this Headquarters.

１．日本政府は、日本国外の総ての地域、またその地域内にある政府役人、雇用員その他総ての者に対して、政治上または行政上の権力を行使すること及び行使しようと企てることをすべて停止するよう指令される

２．司令部によって認可される場合を除き、日本政府は、日本の外側にいる政府役人、雇用員またはその他の全ての者と、認可された輸送、通信と気象観測の日常的な活動以外のいかなる目的のための通信をしないこと

３．この指令の目的のため、日本は4つの主要な島(北海道、本州、九州および四国)、そして、対馬島および北緯30度以北の琉球(南西)諸島を含む（口之島除く)約1.000の小さな隣接した島と定義される。以下は含まない
　　（ａ）鬱陵島、リアンクール・ロック(竹島)および済州島
　　（ｂ）北緯30度以南の琉球(南西)諸島、(口之島を含む)、伊豆、南方、小笠原および硫黄島群島、及び大東諸島そして沖鳥島、南烏島および中の鳥島を含むその他のすべての遠隔の太平洋諸島

　　（ａ）1914年の世界大戦開戦以来、日本が委任統治もしくはその他の方法で奪取あるいは占領した全太平洋諸島
　　（ｂ）満州、台湾及び膨湖列島
　　（ｃ）朝鮮及び
　　（ｄ）樺太

５．この指示に含まれる日本の定義は、さらにすべての将来の指示、司令部からの覚書及び指令に、そうではないと述べられない限り適用される

６．この指令中の条項はいずれもポツダム宣言の第8条に言及された小島嶼の最終的な決定に関する連合国側の政策を示すものと解釈されない

７．日本政府は、この指示で定義された日本の外側の地域に関係する日本の全ての政府機関の役割についてのレポートを準備し司令部に提出すること。そのレポートは各々の機関に関係する機能、組織及び人員の明細報告を含むこと

８．上記パラグラフ7で言及される機関の全ての記録は、司令部の検査に使用するため維持保存される
