¡¡¡¡£ã¡¥Under this plan non-Japanese nationals who, having registered as being desirous of repatriation, refuse to comply with plans of the Imperial Japanese Government for movement to reception centers forfeit their privilege to repatriation and will not be considered in any future repatriation plans. A list of such persons by name will be maintained by the Japanese Government. The number of persons so listed as of 31 May 1946 will be reported to General Headquarters not later than 25 June 1946. Thereafter monthly reports will be furnished on or about the 10th day of the month following the month reported on.


¡¡£³¡¥The Japanese Ministry of Welfare will:

¡¡¡¡¡¡£á¡¥Make the necessary arrangements to insure that each of the reception centers mentioned in paragraph 2 above is kept filled, insofar as practicable, with outgoing repatriates as hereinafter prescribed.

¡¡¡¡£ä¡¥Exception to paragraph 1 c above may be made in the case of families which cannot comply with plans of the Imperial Japanese Government for movement to reception centers, due to circumstances over which they have no control. Insofar as practicable the immediate family group should be considered a unit, and should be repatriated as a unit, unless members thereof have forfeited their privilege of repatriation. Persons, who cannot comply which repatriation plans, due to circumstances beyond their control, will not be included in the reports directed in paragraph 1 c above.

£±£°¡¥Processing of Koreans through Japanese ports.

¡¡¡¡¡¡£á¡¥The repatriation of Koreans now in Japan who were formerly resident in Korea south of 38¡¬north latitude will be completed on or before 30 September 1946, except as noted in paragraph 1d above. A report will be submitted to the Supreme Commander for the Allied Powers by 10 October 1946 showing:

¡¡¡¡¡¡¡¡¡¡¡Ê£±¡ËNames of Koreans, listed by family, who could not be repatriated on or before 30 September 1946 who not forfeited their privilege of repatriation, as outlined in paragraph 1d above.

¡¡¡¡¡¡¡¡¡¡¡Ê£²¡ËApproximate date each family, referred to in paragraph 10a (1) above, will be able to move to repatriation ports.

¡¡¡¡£ã¡¥Effective 1 August 1946, permit them to take from Japan clothing, personal possessions and household effects of value only to the the owner limited to the amount that can be carried by individual concerned. Application to the appropriate Eighth Army Military Government unit is authorized, in accordance with separate instructions to be issued for desired unaccompanied shipment, as follows:

¡¡¡¡£ã¡¥Under this plan non-Japanese nationals who, having registered as being desirous of repatriation, fail to comply with the instructions of the Imperial Japanese Government for consummation of their repatriation, forfeit their privilege to repatriation and will not be considered in any future repatriation plans. A list of such persons by name will be maintained by the Japanese Government. The number of persons so listed as of 31 May 1946, will be reported to General Headquarters not later than 25 June 1946. Thereafter monthly reports will be furnished on or about the 10th day of the month following the month reported on.

¡¡¡¡£ä¡¥Exception to paragraph 1 c above may be made in the case of families which cannot comply with plans of the Imperial Japanese Government for their repatriation, due to circumstances over which they have no control. In no case, however, will delays in repatriation be authorized the aforementioned people beyond 31 December 1946. Insofar as practicable the immediate family group should be considered a unit, and should be repatriated as a unit, unless members thereof have forfeited their privilege of repatriation. Persons, who cannot comply with repatriation plans, due to circumstances beyond their control, will not be included in the reports directed in paragraph 1 c above.

SECTION ­¶ - REPATRIATION TO AND FROM KOREAN


£·¡¥The following plan governs the repatriation of Korean nationals.

£¸¡¥Shipping.

¡¡¡¡£á¡¥Repatriation shipping is assigned to lift 4,000 Koreans per day from Hakata, Japan, to Pusan, Korea. These ships will be returned empty to Japan.

¡¡¡¡£â¡¥Shipping will be scheduled as necessary to lift Japanese from Korea to Sasebo.

£¹¡¥Processing of Koreans through Japanese ports.

¡¡¡¡£á¡¥The repatriation of Koreans now in Japan, who were formerly resident in Korea south of 38¡¬north latitude, will be completed on or before 15 November 1946, except as noted in paragraph 1d above. A report will be submitted to the Supreme Commander for the Allied Powers by 30 November 1946 showing:

¡¡¡¡¡¡¡¡¡Ê£±¡ËNames of Koreans, listed by family, who were not repatriated on or before 15 November 1946, but who have not forfeited their privilege of repatriation, as outlined in paragraph 1d above.

¡¡¡¡¡¡¡¡¡Ê£²¡ËApproximated date each family, refereed to in paragraph 9a (1) above, will be able to move to the Hakata Reception Center. In any case, delay in repatriation is not authorized beyond 31 December 1946.

¡¡¡¡£â¡¥Koreans will be outloaded to Pusan, Korea in shipping as provided in paragraph 8a above until all Koreans desirous of repatriation are either evacuated from Japan or have forfeited their privilege to repatriation.

£±£°¡¥ Japanese repatriates arriving in Japan from Korea will be processed as prescribed in paragraph 3b (2), Annex ­¹.

¡¡¡¡£ã¡¥¡Ê£±¡ËEffective 1 August 1946, permit Koreans, Formosans and Chinese to take from Japan clothing, personal possessions and household effects of value only to the owner, limited to the amount that can be carried by the individual concerned. Application to the appropriate Eighth Army Military Government unit is authorized, in accordance with separate instructions, for desired unaccompanied shipment, as follows:

¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡Ê£á¡ËClothing, personal possessions and household effects of value only to the owner which, including that accompanying the repatriate (paragraph 3 c (1) above), does not exceed a total weight of 500 pounds per individual repatriate.

¡¡¡¡¡¡¡¡¡¡¡¡¡¡¡Ê£â¡ËTools, light machinery and business equipment, not exceeding 4000 pounds in weight, owned outright by the repatriate on or prior to 2 September 1945, free and clear of all liens and encumberances, and used in the operation of their trade or individually operated business in Japan.

¡¡¡¡£ä¡¥Exception to paragraph 1 c above may be made in the case of families which cannot comply with plans of the Imperial Japanese Government for their repatriation, due to circumstances over which they have no control. Insofar as practicable the immediate family group should be considered a unit, and should be repatriated as a unit, unless members thereof have forfeited their privilege of repatriation. Persons, who cannot comply with repatriation plans, due to circumstances beyond their control, will not be included in the reports directed in paragraph 1 c above.

£¹¡¥Processing of Koreans through Japanese ports.

¡¡¡¡£á¡¥The repatriation of Koreans now in Japan, who were formerly resident in Korea south of 38¡¬north latitude, will be completed on or before 15 December 1946, except as noted in paragraph 1d above. A report will be submitted to the Supreme Commander for the Allied Powers by 31 December 1946 showing:

¡¡¡¡¡¡¡¡¡Ê£±¡ËNames of Koreans, listed by family, who were not repatriated on or before 15 December 1946, but who have not forfeited their privilege of repatriation, as outlined in paragraph 1d above.

¡¡¡¡¡¡¡¡¡Ê£²¡ËApproximated date each family, referered to in paragraph 9a (1) above, will be able to move to the Hakata Reception Center.

¡¡¡¡£ä¡¥Exception to paragraph 1 c above may be made in the case of families which cannot comply with plans of the Japanese Government for their repatriation, due to circumstances over which they have no control. Insofar as practicable the immediate family group should be considered a unit, and should be repatriated as a unit, unless members thereof have forfeited their privilege of repatriation.

£·¡¥Repatriation of Koreans from Japan to Korea north 38¡ënorth latitude was completed 26 June 1947.


£·¡¥ÆüËܤ«¤éËÌ°Þ38ÅÙ°ÊË̤ÎÄ«Á¯¤Ø¤ÎÄ«Á¯¿Í¤ÎÁ÷´Ô¤Ï1947ǯ6·î26Æü¤Ë´°Î»¤·¤¿



£³¡¥In processing Korean, Chinese, or Formosan nationals, or Ryukyuans being repatriated from Japan to their respective homelands, the Japanese Government will:

¡¡¡¡£á¡¥Permit them to take with them yen currency in an amount not to exceed \1000 per person.

¡¡¡¡¡¡¡Ê£±¡ËChinese, Formosans, and Ryukyuans will take Bank of Japan currency.

SUBJECT : Suppression of Illegal Entry into Japan.

£±¡¥Cholera has broken out in Korea and is rapidly reaching epidemic proportions. In view of the grave danger of the introduction of this disease into Japan by carriers transported from Korea to Japan on unauthorized shipping, positive steps must be taken to detect and apprehend ships illegally entering Japanese ports.

£²¡¥The Imperial Japanese Government will:

¡¡¡¡a¡¥Place into effect measures to detect ships illegally entering Japanese ports.

¡¡¡¡b¡¥Seize all such ships and sail them together with their crews, passengers and cargo to Senzaki, Sasebo or Maizuru, and deliver them to US military authorities at that port.

¡¡¡¡c¡¥Insure that no crew member or passenger of such vessels is allowed ashore while in Japanese custody.

£³¡¥The Imperial Japanese Government will submit to General Headquarters not later than 20 June 1946 a report setting forth the steps taken to implement the provisions of this directive.

£±¡¥The provisions of references (a) and (b), and paragraphs 1 and 3 of reference (c) in so far as they relate to authorization of Japanese fishing areas, are rescinded.

£²¡¥Effective this date and until further notice Japanese fishing, whaling and similar operations are authorized within the area bounded as follows: From a point midway between Nosappu Misaki and Kaigara Jima at approximately 43¡¬23¡ìNorth Latitude, 145¡¬51¡ìEast Longitude; to 43¡¬North Latitude, 146¡¬30¡ìEast Longitude; thence to 45¡¬North Latitude, 165¡¬East Longitude; thence south along 165th Meridian to 24¡¬North Latitude; west along the 24th Parallel to 123¡¬East Longitude; thence north to 26¡¬North Latitude, 123¡¬East Longitude; thence to 32¡¬30¡ìNorth Latitude, 125¡¬East Longitude; thence to 33¡¬North Latitude, 127¡¬40¡ìEast Longitude; thence to 40¡¬North Latitude, 135¡¬East Longitude; to 45¡¬30¡ìNorth Latitude, 140¡¬East Longitude; thence east to 45¡¬30¡ìNorth Latitude 145¡¬East Longitude rounding Soya Misaki at a distance of three (3) miles from shore; south along 145th Meridian to a point thee (3) miles of the coast Hokkaido; thence along a line three (3) miles off the coast of Hokkaido rounding Shiretoko Saki and passing through Nemuro Kaikyo to the starting point midway between Nosappu Misaki and Kaigara Jima.

£³¡¥Authorization in paragraph 2 above is subject to the following provisions:

¡¡¡¡¡Ê£á¡ËJapanese vessels will not approach closer than twelve (12) miles to any island within the authorized are which lies south of 30¡¬North Latitude with the exception of Sofu Gan. Personnel from such vessels will not land on islands lying south of 30¡¬North Latitude, except Sofu Gan, nor have contact with any inhabitants thereof.

¡¡¡¡¡Ê£â¡ËJapanese vessels or personnel thereof will not approach closer than twelve (12) miles to Takeshima (37¡¬15¡ìNorth Latitude, 131¡¬53¡ìEast Longitude) nor have any contact with said is island.

£´¡¥The present authorization does not establish a precedent for any further extension of authorized fishing areas.

£µ¡¥The present authorization is not an expression of allied policy relative to ultimate determination of national jurisdiction, international boundaries or fishing rights in the area concerned or in any other area.

SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN-1074) File AG 710 (21 Ju1 46)PH, General Headquarters, Supreme Commander for the Allied Powers, dated 21 July 1946, subject: "Prevention of Introduction of Cholera,into Japan".

£±¡¥With reference to Memorandum Number (SCAPIN-1074), General Headquarters, Supreme Commander for the Allied Powers to the Imperial Japanese Government, the following is published for the information of all concerned.

£²¡¥Cholera is present in Korea in epidemic proportions.

£³¡¥Every effort is to be made to erect a barrier to the introduction of this disease into Japan. To attain this end:

¡¡¡¡£á¡¥The principle of allowing no case or carrier ashore will be applied by transferring such cases or carriers to hospital ships at the port of entry.

¡¡¡¡£â¡¥Allowing only ports where quarantine facilities are adequate to be used by ships with cholera.

¡¡¡¡£ã¡¥On ships which have cholera aboard all peraonnel¥Þ¥Þ will be quarantined on the vessel for fourteen days after the removal of the last case or carrier. All personnel except cholera cases will be immunized with 1.5 cc of cholera vaccine. Stool examinations made on all personnel to determine carriers. Surveillance will be exercised to assure that those procedures are carried out. Ships will be anchored at a sufficient distance from shore so that personnel cannot swim ashore. Excreta from all personnel is to be disinfected before discharge into sea.

¡¡¡¡£ä¡¥On ships which do not have cholera aboard, no personnel will be allowed to leave the vessel until six full days have elapsed since the vessel has departed from Korea. All personnel will then be immunized with 1.5 cc of cholera vaccine, unless they have had such immunization within the previous 90 days, have their stool examined for cholera organisms, be given a physical examination for quarantinable communicable disease and offloaded for processing.

£´¡¥The passengers and crews of all vessels from Korea with be treated in the same manner.

£µ¡¥The provisions of (SCAPIN-1074) do not apply to U.S. Army or Navy vessels.

£²¡¥Koreans now backlogged at Hakata and Senzaki reception centers will be repatriated as follows:

¡¡¡¡Senzaki¡¡¡¡Approximately 500 repatriates to be lifted on Chohaku Maru 1 August 1946.
¡¡¡¡Hakata¡¡¡¡ Approximately 6000 repatriates to be lifted on repatriation shipping to be assigned at a rate of 1500 per day commencing 2 August 1946.

£³¡¥Suspension of repatriation of Koreans from Japan, except as noted above, remains in effect.

£´¡¥The Imperial Japanese Government will outload Koreans in accordance with paragraph 2 above.

MEMORANDUM FOR : IMPERIAL JAPANESE GOVERNMENT.

SUBJECT : Shipment of Limited Amounts of Korean Owned Property in Japan.

£±¡¥Reference is made to memorandum from the Supreme Commander for the Allied Powers, file AG.370.05(7 May 46)GC, (SCAPIN 927), dated 7 May 1946, subject as above as amended, to include SCAPIN 927/5 of 13 July 1946. Repatriation will continue in accordance with the provisions thereof irrespective of the shipment of limited amounts of Korean owned property in Japan. Koreans not authorized for repatriation are not authorized to have subject property shipped. Shipment of subject property to Northern Korea will be held in abeyance pending consummation of appropriate agreements. Applicable portions of Annex V (Medical and Sanitary Procedures) of cited memorandum apply to this program.

£²¡¥In accordance with detailed procedure to be formulated by the Commanding General, Eighth Army and based on assistance required by him from the Imperial Japanese Government, the latter will be prepared to perform necessary functions allocated by the Commanding General, Eighth Army in connection with the shipment of subject supplies in Korea. These may include, but are not limited to:

¡¡¡¡£á¡¥Collection of necessary statistics.

¡¡¡¡£â¡¥Preparation and issuance of applications.

¡¡¡¡£ã¡¥Functions in connection with processing of applications.

¡¡¡¡£ä¡¥Inspection of subject property.

¡¡¡¡£å¡¥Security of property enroute.

¡¡¡¡£æ¡¥Receipt of payments and maintenance of necessary accounts.

¡¡¡¡£ç¡¥Preparation of receipts and necessary shipping documents.

¡¡¡¡£è¡¥Shipment by rail to the port.

¡¡¡¡£é¡¥Provision of necessary space at designated ports as arranged with the Commanding General, Eighth Army.

¡¡¡¡£ê¡¥Preparation of necessary shipping schedules.

¡¡¡¡£ë¡¥Transport of subject supplies to Pusan, Korea.

£³¡¥The Imperial Japanese Government will continue to arrange with SCAJAP through CMMC for the assignment of the necessary space for shipping subject property.

£´¡¥The Imperial Japanese Government will maintain a central agency to effect coordination with other Japanese governmental agencies in connection with this program and to effect liaison with the headquarters of the Eighth Army.

£²¡¥All instructions contained in the memorandums referred to above, which are in conflict with this memorandum, are superseded herewith.

£³¡¥Effective 10 August 1946, the following plan governs the repatriation of Koreans in Japan, who desire to return to their homes in Korea south of 38¡¬north latitude.

£´¡¥The repatriation of Koreans in Japan, who were formerly resident in Korea south of 38¡ënorth latitude, will be completed on or before 15 November 1946, except as noted in paragraph 1d, Annex ­· to reference paragraph 1a above.

£µ¡¥£á¡¥Repatriation shipping is assigned to lift 4,000 Koreans per day from Hakata, Japan, to Pusan, Korea. These ships will be returned empty to Japan.

¡¡¡¡£â¡¥Shipping will be scheduled as necessary to lift Japanese from Korea to Sasebo.

£¶¡¥The Imperial Japanese Government will:

¡¡¡¡£á¡¥Backlog sufficient Koreans in the Hakata Reception Center to insure that repatriates are available at the rate prescribed paragraph 5a above.

¡¡¡¡£â¡¥Receive and process Japanese repatriates arriving in Japan from Korea as prescribed in reference paragraph 1a above.

¡¡¡¡£ã¡¥Process all ships, arriving in Sasebo from Korea, as prescribed in paragraph 3b (2), Annex ­¹ to reference paragraph 1a above.

¡¡¡¡£ä¡¥Continue to comply with provisions of paragraph 1c, Annex ­· to reference paragraph 1a above.

¡¡¡¡£å¡¥Submit a report to the Supreme Commander for the Allied Powers by 30 November 1946 showing:

¡¡¡¡¡¡¡¡¡Ê£±¡ËNames of Koreans, listed by family, who were not repatriated on or before 15 November 1946, but who have not forfeited their privilege of repatriation, outlined in paragraph 1d, Annex ­· to reference paragraph 1a above.

¡¡¡¡¡¡¡¡¡Ê£²¡ËApproximate date each family, referred to in paragraph 6e (1) above, will be able to move to Hakata Reception Center. In any case, delay in repatriation is not authorized beyond 31 December 1946.

¡¡ £â¡¥Memorandum from the Supreme Commander for the Allied Powers, file AG 014.33(8 Aug 46)GC, (SCAPIN-1113), dated 8 August 1946, subject:"Repatriation to and from Korea."

£²¡¥Yoshitada Arase, a Korean national, is being held in Abashiri Prison, Hokkaido. Having served a sentence imposed by a Japanese military court in 1943, he is now eligible for release. His description follows:

¡¡¡¡¡¡¡¡¡¡¡¡ Korea ¡¡- Shin Ki Toku or Joen Gee Duk or Kidug Jjn
¡¡¡¡Age - 28 years
¡¡¡¡Weight - 135 lbs.
¡¡¡¡Height - 5¡ì3¡í

¡¡¡¡Remarks: Sharp featured face with high cheek bones. Hair black and close cropped; complexion light (Probably due to prison pallor).

£³¡¥The Imperial Japanese Government will:

¡¡¡¡£á¡¥Remit the remainder of the sentence of Yoshitada Arase and released him from prison at once.

¡¡¡¡£â¡¥Provide transportation for Yoshitada Arase from the prison to the Hakata Reception Center.

¡¡¡¡£ã¡¥Process Yoshitada Arase as prescribed in the memoranda reference paragraph 1 above, and place him aboard the first available repatriation ship destined for Pusan Korea.

¡¡¡¡£ä¡¥Render report to the Supreme Commander for the Allied Powers not later than 15 September 1946 of action taken in compliance with Provisions of paragraphs 3a,b and c above.

£²¡¥The provisions of reference paragraph 1 c above are rescinded. Effective 17 October 1946 repatriation of Koreans in Japan, who desire to return to their homes in Korea south of 38¡¬north latitude, is resumed as prescribed in references paragraph 1 a and b above.

£³¡¥The repatriation of Koreans in Japan, who were formerly residents in Korea south 38¡¬north latitude, will be completed on or before 15 December 1946, except as noted in paragraph 1 d, Annex ­· to references paragraph 1 a above. Paragraph 9 a, Annex ­· to reference paragraph 1 a above, and paragraphs¢£ and 6 e of reference paragraph 1 b above are amended hereby.

£´¡¥The Koan Maru is designated to lift illegal Korean immigrants, who have completed their cholera quarantine period and are now being held at Sasebo Reception Center, from Japan to Korea.

£µ¡¥The Imperial Japanese Government will:

¡¡¡¡£á¡¥Resume repatriation of Koreans through the Hakata Reception Center.

¡¡¡¡£â¡¥Place illegal Korean immigrants aboard Koan Maru.

¡¡¡¡£ã¡¥Furnish the necessary Japanese policemen as guards on the Koan Maru as directed by the Commanding General, Eighth US Army or his representative.

£±¡¥The ship Kurihashi is designated to lift approximately 300 illegal Korean immigrants now being held at Senzaki Reception Center, on or about 20 October 1946 from Japan to Korea.

£²¡¥The Imperial Japanese Government will:

¡¡¡¡£á¡¥Place illegal Korean immigrants mentioned above aboard the Kurihashi.

¡¡¡¡£â¡¥Furnish the necessary Japanese policemen as guards on the Kurihashi as directed by the Commanding General, Eighth United States Army or his representative.
