２．The Imperial Japanese Government upon receipt of this memorandum will:

　　ａ．Suspend repatriation from Japan of Koreans whose destination in Korea is north of the 38 degree parallel of north latitude.

　　ｂ．Keep this suspension in effect until further notification.

MEMORANDUM FOR : IMPERIAL JAPANESE GOVERNMENT.
THROUGH : Central Liaison Office, Tokyo.
SUBJECT : Entry and Registration of Non-Japanese Nationals in Japan.

１．From time to time non-Japanese nationals, not part of the Occupation Forces, will be granted permission to enter Japan. These persons will reside in Japan on a semi-permanent basis. Absence of Japanese consuls abroad and consequent impossibility of obtaining visas, necessitates the establishment of a procedure for legal entry and residence.

２．It is desired that the Imperial Japanese Government take action to implement its part in the following procedure.
　　ａ．This Headquarters will notify persons approved for entry of such approval, informing them that visa requirements are waived, but that they will report for registration to the Japanese Ministry of Home Affairs upon arrival in Japan.
　　ｂ．The Imperial Japanese Government will be furnished the names of persons approved as described in a above.
　　ｃ．When such persons report to the Ministry of Home Affairs the Imperial Japanese Government will register them and furnish then with identification and such documents as are necessary to legalize their residence in Japan.

１．Reference is made to the following memorandums from the Supreme Commander for the Allied Powers:
　　a．File AG 370.05(16 Mar 46)GC, (SCAPIN-822), subject: "Repatriation", dated 16 March 1946.
　　b．File AG 720.4(9 Mar 46)PH, (SCAPIN-806), subject: "Quarantine and Screening of Formosan Repatriates", dated 9 March 1946.
　　c．File AG 370.05(19 Mar 46)GC, (SCAPIN-829), subject: "Suspension of Repatriation from Japan of Koreans Residing in Northern Korea", dated 19 March 1946.

２．Reference 1b above is rescinded effective 5 May 1946.

３．In accordance with the provisions of reference 1a above and subject to the restrictions imposed by reference 1c above all Koreans, Formosans and Chinese who registered as desirous of repatriation will be cleared from Japan as follows:
　　a．Koreans not later than 30 August 1946.
　　b．Formosans during the week 5-11 May 1946.
　　c．Chinese not later than 13 May 1946.

４．The Imperial Japanese Government will:
　　a．Deliver Koreans desiring repatriation commanding 15 April 1946 to the following reception centers are at such rates that these centers are at all times filled thereby insuring a backlog of processed repatriates sufficient to fill to capacity the indicated daily allocation of shipping spaces.

　　d．Maintain a list of those Chinese, Formosans and Koreans who by refusing to move to Reception Centers as directed by the Imperial Japanese Government can be considered to have forfeited their right to repatriation under this plan.

３．In view of the inability of the In erialママ Japanese Government to reach the rates of flow prescribed in above references, the plan for Korean repatriation is further amended as follows:

　　a．By 25 April 1946 will be delivered to the Hakata and Senzaki Reception Centers in such numbers that the following rates of outflow will be maintained.

　　b．The Imperial Japanese Government will take necessary measures to progressively increase this rate of flow to insure that, by 5 May 1946 the ports of Hakata and Senzaki will have reached the prescribed rates of outflow of 3000 and 1000 per day respectively. These rates will be maintained thereafter until all Koreans desirous of repatriation are cleared from Japan.

１．This memorandum is the basic directive governing repatriation of:

　　a．Japanese nationals from areas under the military control of:

　　　　Commander-in-Chief, United States Army Forces, Pacific.

　　　　Commander-in-Chief, Pacific Ocean Areas.

　　　　Generalissimo, Chinese Armies.

　　　　Supreme Allied Commander, Southeast Asia Command.

　　　　General Officer Commanding, Australian Military Forces.

　　　　Commander-in-Chief, Soviet Forces in the Far East (when appropriate agreements have been consummated).

　　ｂ．Displaced persons in Japan formerly domiciled in China, Formosa, Korea and the Ryukyus.

２．Previous instructions, as contained in the memorandums and radios listed in Annex �� hereto, are suspended by this directive.

３．In the future, in so far as practicable, all general directives concerning repatriation to and from the areas listed in paragraph 1 above, will be issued to the Imperial Japanese Government in the form of additions or amendments to this memorandum.

４．The Imperial Japanese Government will carry out the instructions as contained in annexes to this memorandum, under the supervision of the Commanding General, Eighth United States Army.

Memorandum for the Imperial Japanese Government, file AG 370.05(7 May 46)GC, (SCAPIN-927), dated 7 May 1946, subject: "Repatriation."

GENERAL POLICIES GOVERNING REPATRIATION OF JAPANESE NATIONALS IN FORMERLY JAPANESE OCCUPIED TERRITORY, AND NON-JAPANESE*, FROM JAPAN


The following policies will govern repatriation of Japanese nationals in formerly Japanese occupied territory, and non-Japanese from Japan.*

１．Maximum utilization will be made of Japanese naval and merchant shipping allocated for repatriation of Japanese nationals.

２．Japanese naval vessels and those Japanese merchant vessels, designed primarily for the transport of personnel and not required for inter-island or coastal passenger service, will be utilized for the repatriation of Japanese nationals.

３．Personnel to be repatriated will not be transported on cargo vessels to the extent that the essential cargo is displaced. Repatriates will be transported on cargo vessels destined only for authorized repatriation ports (see paragraph 2a, Annex ��).

４．The Japanese Government will operate, man, victual and supply Japanese-manned shipping used for repatriation to the maximum practicable extent. In case of emergency, fuel, food, medical supplies and material repairs may be obtained from U.S.Army or Navy sources, or at foreign ports from foreign government sources, by memorandum receipt signed by the master of the vessel concerned (see Annex ��).

５．First priority will be granted to the movement of Japanese military and naval personnel, and second priority to the movement of Japanese civilians. Exception may be made by the appropriate Allied area commanders as deemed necessary for areas under their control.

６．Only personnel being repatriated to and from Japan under the Japanese repatriation program or such others as may be authorized in special cases by the Supreme Commander for the Allied Powers will be transported on repatriation vessels.

　　＊The term "non-Japanese" as used in this annex and throughout this memorandum includes only Chinese, Formosans, Koreans, and Ryukyuans.

７．Non-Japanese nationals who have been repatriated to their homelands will not be permitted to return to Japan untill such time as commercial facilities are available, except as authorized by the Supreme Commander for the Allied Powers.

８．All Japanese personnel will be disarmed prior to return to Japan proper.

９．The Supreme Commander for the Allied Powers is responsible for making necessary arrangements concerning repatriation with other interested foreign governments.

１０．The Supreme Commander for the Allied Powers retains control over, and will make such arrangements as may be required for, the transportation to and reception in Japan of Japanese nationals evacuated from areas under the control of: the Generalissimo, Chinese Armies; the Supreme Allied Commander, Southeast Asia Command; the General Officer Commanding, Australian Military Forces; and the Commander-in-Chief, Soviet Forces in the Far East (the last when appropriate agreements have been consummated).


附則１

日本軍占領地の日本国民の引揚と、日本からの非日本人送還を規制する一般的方針

日本軍占領地の日本国民の引揚と、日本からの非日本人送還は、次の方針によって規制される

１．日本国民の引揚に割り当てられた日本海軍艦艇と商船を最大限に利用すること

２．日本海軍艦艇と商船で、主に旅客輸送にあてられ、内海または沿岸部の輸送に要求されていないものは日本国民の引揚のために利用されること

３．引揚者は、重要貨物の輸送を削減しない程度においてのみ貨物船で輸送すること。引揚者は許可された引揚港(附則２のパラグラフ2aを見よ)に向かう貨物船で輸送すること

４．日本政府は引揚に使用される日本人乗組船舶を実行可能最大限運航し、人員配置、食糧積込、供給をすること。緊急の場合、船舶船長の署名のある受領証によって、燃料、食糧、医療品及び修繕材料を米陸海軍、または外国港では外国政府から得られる

５．日本陸海軍人の移動に第１優先を、民間人の移動に第２優先を与えること。しかるべき連合国地域の司令官がその支配下地域に必要と考えた場合は例外が設けられる

６．日本の引揚計画による日本への引揚者または日本からの送還者、または特別に連合国最高司令官によって許可される引揚者だけが引揚船舶で輸送される

　　＊この附則と覚書を通して使用される「非日本人」という語句は、中国人、台湾人、朝鮮人及び琉球人のみを含む

７．その本国に送還された非日本人は、連合国最高司令官に許可される場合を除き、商業交通が利用できるようになる時まで日本への帰還を許可されない

８．全ての日本人は日本帰還の前に武装解除される

９．太平洋米陸軍司令長官及び太平洋方面司令長官の管轄地域からの日本人引揚に関しては、連合国最高司令官が各地域につき引揚のためだけに割当てられる使用船舶のパーセンテージを指示する

１０．連合国最高司令官は、中国陸軍司令官、南東アジア連合国最高司令官、オーストラリア陸軍司令官及び極東ソビエト総司令官(適当である協定締結の時に於いて)の管轄地域から引揚げる日本国民の日本への輸送及び日本における受入に関して、管理を持続し必要な処置を行なうこと

RECEPTION CENTERS IN JAPAN FOR PROCESSING REPATRIATES


１．The Ministry of Public Welfare, having been designated by the Japanese Government to handle repatriation matters, will:

　　ａ．Establish a central agency to effect coordination with other Japanese governmental agencies regarding supply, customs, transportation, physical inspections, quarantine and demobilization, and to effect liaison with the headquarters of the Eighth United States Army.

　　ｂ．Establish and operate reception centers at designated ports (see paragraph 2a) to:

　　　　（１）Receive, process, care for and evacuate all Japanese repatriates returning to Japan proper from overseas.

　　　　（２）Assemble, process, care for and load non-Japanese nationals, as outlined in Annex ��.

　　ｃ．Designate a resident director at each reception center responsible for its operation and for maintaining liaison with local Allied Military authorities responsible for supervision of the reception center.

　　ｂ．Facilities.
　　　　Adequate facilities will be established at each of the above designated ports to receive, process and evacuate repatriates in the numbers indicated above. They will include necessary storage space for food, clothing and medical supplies as well as space for administration, necessary medical examinations, quarantine stations and quarantine hospitals. The Welfare Ministry will make arrangements with the Commanding General of the Eighth United States Army for assignment of necessary space for these facillities.

　　ｃ．Medical procedures.
　　　　Adequate inspection and quarantine stations, established at the above designated ports, will be operated in accordance with the procedures proscribed in Annex ��.

３．The establishment, organization and operation of each reception center will be under the supervision of the Allied military commander who exercises control over the area in which the reception center is located.


附則２

引揚送還者を処理するための日本の地方引揚援護局

１．日本政府によって引揚送還問題を処理するよう指名された厚生省は
　　ａ．供給、税関、輸送、検診、検疫及び復員に関して他の日本政府諸機関と調整し、米第8軍本部と連絡を行なう中央機関を設立すること
　　ｂ．指定された港湾(パラグラフ2aを見よ)に引揚援護局を設立、運営すること
　　　（１）海外から日本本土に帰還する全日本人引揚者の受入、処理、世話及び撤収
　　　（２）附則3で概説する非日本人送還者の集結、処理、世話及び乗船

REPATRIATION TO AND FROM JAPAN
SECTION �� - GENERAL PLAN


１．ａ．The following plan governing the repatriation to and from Japan, now in effect, will continue until otherwise directed by the Supreme Commander for the Allied Powers.

　　ｂ．The entire plan revolves around the use of reception centers and the flow of persons to be repatriated through these centers in the numbers that can be accommodated by the available shipping and rail transportation.

　　ｃ．Under this plan non-Japanese nationals who, having registered as being desirous of repatriation, fail to comply with the instructions of the Japanese Government for consummation of the their repatriation, forfeit their privilege to repatriation and will not be considered in any future repatriation plans. A list of such persons by name will be maintained by the Japanese Government.

２．The following reception centers will be used to process non-Japanese repatriates leaving Japan:

　 Hakata and Senzaki Primarily to process Koreans
　 Kagoshima Primarily to process Ryukyuans.
　 Kure Area Primarily to process Formosans, and such Chinese as were formerly domiciled in south China.
　 Maizuru Primarily to process Chinese who were formerly domiciled in central China.
　 Sasebo Primarily to process Chinese who were formerly domiciled in north China.
３．The Japanese Ministry of Welfare will:

　　ａ．Make the necessary arrangements with the other ministries concerned to insure that each of the reception centers mentioned in paragraph 2 above is kept filled insofar as practicable, with outgoing repatriates as hereinafter prescribed.

　　ｂ．Scrutinize carefully the shipping schedules furnished and take appropriate action to insure that:

　　　　（１）Reception centers do not become congested.

　　　　（２）Repatriation vessels sailing for Korean or Formosan ports are filled to capacity with repatriates for these areas, insofar as practicable.

　　ｃ．Arrange for the necessary transportation to move incoming repatriates from the reception centers within twenty-four (24) hours after completion of processing.

　　ｄ．Establish controls to fix in their present abodes non-Japanese nationals desiring return to their homelands until such time as they are directed to move under the provisions of this plan.

４．The Imperial Japanese Government will be furnished schedules governing the movement of repatriation shipping as follows:

　　ａ．Japanese merchant and naval vessels and other Japanese-manned ships, by the Shipping Control Authority for the Japanese Merchant Marine.

　　ｂ． US-manned Landing Ships, Tank, and other Allied vessels, as they are established, by the Supreme Commander for the Allied Powers.

５．The Imperial Japanese Government will prohibit the use of reception center facilities as permanent housing.

６．Guards aboard trains carrying non-Japanese repatriates.

　　ａ．Local Allied military authorities have been directed to place Allied guards aboard all trains scheduled specifically to carry non-Japanese repatriates to reception centers. Guards will number two (2) per rail car occupied by non-Japanese repatriates.

　　ｂ．The Imperial Japanese Government will direct the local Japanese Government officials to:

　　　　（１）Request local Allied military authorities to place Allied guards aboard trains scheduled specifically to carry non-Japanese repatriates to reception centers. Each request will contain information as follows:

　　　　　　　（ａ）Number of non-Japanese repatriates being transported.

　　　　　　　（ｂ）Number of rail cars in the train scheduled specifically to carry non-Japanese repatriates.

　　　　　　　（ｃ）Schedule, route and destination of train.

　　　　（２）Submit requests to local military authorities in sufficient time to permit orders to be issued and guards to be placed aboard the train.

　　　　（３）Provide suitable sleeping cars or first class coaches as quarters for Allied guards during entire trip, when possible to do so without using cars needed by other Allied personnel on official business. When, in exceptional cases, these accommodations are not available second class coaches may be furnished in lieu thereof. The cars will be clean.

　　　　（４）Promptly forward complete and accurate information regarding changes in train movements to the appropriate local military authorities.

　　ｃ．The Imperial Japanese Government will also direct the local Japanese government officials to:

　　　　（１）Organize outgoing non-Japanese repatriates into groups under selected group leaders prior to entraining.

　　　　（２）Insure against overcrowding.

　　　　（３）Insure orderly entraining and detraining of the groups.

７．Control

　　ａ．The Imperial Japanese Government will direct its representatives at reception centers to:

　　　　（１）Organize outgoing non-Japanese repatriates into groups leaders prior to embarkation.

　　　　（２）Thoroughly instruct these groups in shipboard routine and sanitary measures to be observed.

　　　　（３）Insure orderly embarkation of groups.

　　　　（４）Furnish the captain of Allied-manned vessels with a list of individuals and leaders in each group.

　　ｂ．The local Japanese officials will utilize every legal means available to control repatriates, while in Japan and aboard Japanese-manned vessels.


SECTION �� - REPATRIATION OF KOREANS


８．The following plan governs the repatriation of Korean nationals.

９．Shipping.

　　ａ．Japan - Korea Shuttles.

　　　　Short range Japanese repatriation shipping in the Japan - Korea shuttles is assigned so as to make available the following number of spaces daily:

　 Initially By 5 May 1946
Hakata 1,500 3,000
Senzaki 　500 1,000

　　ｂ．Japan - Korea - China shuttles.

　　　　Certain Japanese shipping, shuttling between Shanghai and Hakata, may be loaded with Koreans at Hakata for debarkation at Pusan.

１０．Processing of Koreans through Japanese ports.

　　　ａ．The repatriation of Koreans now in Japan who were formerly resident in Korea south of 38゜ north latitude will be completed on or before 30 September 1946.

　　　ｂ．Koreans will be outloaded to Pusan from the following ports at the daily rates indicated:

　　　　Initial daily rates indicated above will be progressively increased to insure that the prescribed rates are reached by 5 May 1946. Thereafter the prescribed rates will be maintained until all Koreans desirous of repatriation are either cleared from Japan or have forfeited their privilege to repatriation. Sufficient Koreans will be backlogged in these reception centers to insure the above.

１１．Repatriation to Korea north of 38 degrees north latitude.

　　　Repatriation to northern Korea will be held in abeyance pending consummation of appropriate agreements. Koreans destined for northern Korea will be held in Japan until such time as they can be repatriated to northern Korea.

１２．Repatriation of Korean prisoners.

　　　ａ．The Imperial Japanese Government will not repatriate Korean civil prisoners in Japan until they have served their term of imprisonment and are duly released from confinement. This shall not be construed as in any way infringing upon the prerogative of the Imperial Japanese Government to remit or mitigate sentences.

　　　ｂ．The above is subject to the provisions of memorandum, from the Supreme Commander for the Allied Powers, file AG 015 (19 Feb 46)LS, (SCAPIN-757), dated 19 February 1946, subject: "Review of Sentences Imposed upon Koreans and Certain Other Nationals."

附則３

日本への及び日本からの送還

第１部　全体的計画

１．ａ．現在実施中の日本への及び日本からの送還を規定する計画は、連合国最高司令官から他の指令のない限り継続する
　　ｂ．本計画は引揚援護局の使用、利用可能な船舶及び鉄道輸送に適合する数量で引揚援護局を通しての送還者の出入に関するものを包括するものである
　　ｃ．本計画において、送還希望の登録をした非日本人で、日本政府による送還達成のための指示に従うことをしない者は送還の特権を喪失し、また将来の送還計画を考慮されない。それらの者の名簿は日本政府によって作製保存される

２．以下の地方引揚援護局は、日本から離れる非日本人送還者の処理に使用される

博多及び仙崎 朝鮮人の処理を主とする
鹿児島 琉球人の処理を主とする
呉地区 台湾人及び以前華南に居住していた中国人の処理を主とする
舞鶴 以前華中に居住していた中国人の処理を主とする
佐世保 以前華北に居住していた中国人の処理を主とする

３．厚生省は
　　ａ．関係各省と協議し、上記パラグラフ2で言及された援護局を、後で規定される引揚送還者でできる限り満たすのに必要な調節をすること
　　ｂ．提供される船舶運航スケジュールを慎重に調べ、次の条項を保障するのに適切な行動を取ること
　　　　（１）引揚援護局が混雑しないこと
　　　　（２）朝鮮または台湾の港に向かう送還船舶は、これらの地域への送還者でできるかぎり収容能力いっぱいに満たすこと
　　ｃ．引揚送還者を処理終了後24時間以内に援護局から移動させるのに必要な輸送の手配をすること
　　ｄ．本国帰還を希望する非日本人を、本計画の条項に従った移動を支持するまでの間、現住地にとどめるよう制御すること

４．日本政府には以下の送還船舶の運航スケジュールが提供される
　　ａ．日本商船、海軍艦艇及び日本人乗組み戦時標準船と上陸用舟艇（SCAJAPより）
　　ｂ．米人乗組みの上陸用舟艇及び他の連合国船舶については、それらが有り次第、連合国最高司令官より

５．日本政府は、引揚援護局を住居として使用することを禁止すること

６．非日本人送還者の輸送列車には警護員が乗車すること
　　ａ．連合国軍地方官憲は非日本人送還者を引揚援護局に輸送するため特別に計画される全列車に連合国軍警護員を乗車させるよう指令されている。警護員の数は送還者用車両1両につき2名
　　ｂ．日本政府は地方官憲に以下のように指令すること
　　　　（１）非日本人送還者を乗船港へ輸送する予定の全列車に警護員を同乗させるよう連合国軍地方官憲に要請すること。その要請には以下の情報を含むこと
　　　　　　　（ａ）輸送される非日本人送還者数
　　　　　　　（ｂ）非日本人送還者を輸送するため特別に計画された列車の車両数
　　　　　　　（ｃ）列車運行計画、行路及び目的地
　　　　（２）地方官憲に、命令の発出及び警護員の乗車を許可するにじゅうぶんな時間のあるよう要請を提出すること
　　　　（３）公務に服する他の連合国人に必要な車両を使用することなく、可能な限り連合国軍警護員用に適当な寝台車または一等客車を全行程を通じて用意すること。例外的な場合として、これらの提供が不可能なときは、代わりに二等客車を提供すること。車両は清潔であること

　　　　（４）列車運行の変更に関する完全且つ正確な情報を迅速に適当な地方軍官憲に提出すること
　　ｃ．日本政府は地方官憲に対して次のように指示すること
　　　　（１）国外に向かう非日本人送還者を乗車前にグループに組織し、選ばれたリーダーの下に置くこと

　　　　（２）これらグループに対して、守るべき船内習慣及び衛生法規を完全に教えること
　　　　（３）グループの秩序正しい乗降船を確実に処置すること
　　　　（４）連合国人乗組み船舶の船長に対して各グループの人員及びリーダーの名簿を提供すること
　　ｂ．日本地方官憲は、送還者が日本にいる間及び日本人乗組み船舶内にいる間、可能なあらゆる法的手段を利用して彼らを取り締まること


第２部　朝鮮への送還

８．以下の計画は朝鮮人の送還を規制するものである

９．船舶
　 　　ａ．日本―朝鮮往復輸送
　　　　日本−朝鮮往復輸送に使用の短距離用日本人引揚船は以下の1日平均乗船能力を満たすよう配置されること

　　ｂ．朝鮮人は1日あたり次に示された割合で、以下の港から釜山に送出されること

　　　　上記で示された当初の1日平均送出率を次第に増加させてゆき、1946年5月5日までに規定の送出率に確実に到達させること。それ以降送還希望の朝鮮人が日本からすっかり退去するか、送還の特権を完全に喪失するまでは、規定の送出率が維持されること。上記を確実に履行するためにじゅうぶんな数の朝鮮人を引揚援護局に待機させること

１１．北緯38度以北の朝鮮への送還
　　北部朝鮮への送還は適当な時期に協定が締結されるまで中止される。北部朝鮮に向かう朝鮮人は北部朝鮮への送還が可能になるまで日本に留められる

１２．朝鮮人囚人の送還
　　　ａ．日本政府は朝鮮人囚人が刑期を終了し正当に釈放されるまで送還しないこと。これは刑の判決を取り消し、軽減する日本政府の権限を何らかの意味において侵害するものと解釈されない
　　　ｂ．上記は、1946年2月19日付SCAPIN757「朝鮮人及びその他の国民に言い渡された判決の再審理」の規定に従うものである

SUPPLY AND TRANSPORTATION


１．The following govern the provision of food, clothing, and other supplies for repatriates.
　　ａ．Adequate food, safe drinking water, clothing and medical supplies will be provided repatriates while enroute to and in the reception centers. Resupply will be arranged if trains are delayed while enroute to the reception centers.

　　ｂ．All Japanese-manned vessels, including hospital ships, leaving designated ports in the home islands (paragraph 2a, Annex ��) will be provided by the reception centers with sufficient stocks of palatable food, safe fresh water, medical supplies, clothing and other items required for the ships crews and repatriates on the outgoing and return voyage plus one (1) day each way.

　　ｃ．The Japanese Ministry of Welfare will furnish all non-Japanese repatriates outloaded on US-manned Landing Ships, Tank, with one (1) day's supply of pre-cooked rice and sufficient dry rice for the voyage plus one (1) day. The food will be palatable.

　　ｄ．United States repatriation vessels leaving designated ports in the Japanese home islands and which will return to Japan with repatriates, will be provided by the reception centers with sufficient stocks of food, medical supplies, blankets and other items required for the repatriates on the return voyage. During periods of cold weather in Japan, the Imperial Japanese Government will place aboard vessels departing from Japan sufficient warm clothing for repatriates to be returned to Japan from warm climates.

　　ｅ．The cost of supplies and facilities for repatriates will be borne by the Imperial Japanese Government.

　　ｆ．Retention of American military equipment by Japanese evacuees in Japan.

　　　　（１）In order that maximum utility may be gained from American military clothing and equipment issued by competent authority to Japanese evacuees, the Imperial Japanese Government is directed to take the following actions:

　　　　　　　（ａ）Collect all American clothing and equipment in the possession of repatriates as they are processed through reception centers.

　　　　　　　（ｂ）Re-outfit such personnel when necessary with Japanese clothing and equipment.

　　　　　　　（ｃ）American clothing and equipment, collected as directed in paragraph 1f (1) (a) above, may be used by the Japanese Government for relief purposes subject to the following:

　　　　　　　　　　１．All clothing or equipment of textile or fabric material will be dyed a distinctive color prior to issue.

　　　　　　　　　　２．All equipment such as shoes, canteens, etc, which cannot be dyed, will be marked or branded in the manner approved by the Supreme Commander for the Allied Powers.

　　　　　　　　　　３．Unless so dyed or marked, items will be confiscated by Allied authorities.

　　　　（２）The Imperial Japanese Government will report to the Supreme Commander for the Allied Powers as of the last day of each month the quantities of each item of American clothing and equipment dyed and marked and reissued to needy individuals during that month.

　　ｇ．Supplies of food and clothing for the reception centers will be levied proportionally on all prefectures of Japan.

２．Transportation.

　　ａ．Water transportation will be provided without cost to repatriates.

　　ｂ．Rail transportation will be provided without cost to authorized repatriates moving to reception centers under Japanese planned evacuation. This is retroactive to 15 0ctober 1945. The following governs payment of refunds:

　　　　（１）When refunds are made they should be made to individuals unless an organization has legal proof that it is acting as an agent for such individuals under a proper power of attorney.

　　　　（２）The matter of refunds to employers for fares paid in behalf of non-Japanese employees is a matter for settlement between the Imperial Japanese Government and the employers concerned.

　　ｃ．Vessels and trains will be clean, and adequate sanitary facilities therein will be provided.

　　ｄ．Adequate fire fighting equipment and life rafts will be provided Japanese-manned repatriation vessels.

　　ｅ．Quarters for US escort guards aboard vessels will be clean and the best available. Adequate sanitary facilities will be provided.

３．Emergency supplies furnished repatriation ships in foreign ports.

　　ａ．Arrangements have been made with the authorities who control ports outside of Japan to accept receipts for necessary supplies issued to Japanese-manned ships servicing those ports.

　　ｂ．Masters of Japanese-manned vessels engaged in repatriation will be instructed to furnish quantitative receipts for supplies obtained outside of Japan. Receipts will specify amount and kind of supplies and whether supplies will be used for Japanese troops or civilians.

　　ｃ．The Imperial Japanese Government will provide fuel, fresh water, medical supplies and food for all Japanese-manned ships engaged in repatriation to the maximum extent practicable from Japanese sources. Accordingly Japanese-manned vessels will obtain supplies at overseas ports in minimum amounts necessary to complete their scheduled voyages.

４．Other Medical Supplies.

　　See paragraph 4, Annex ��.


附則４

供給と輸送


１．下記は送還引揚者に対する食糧、衣料及びその他の供給を規制する。
　　ａ．適当な食糧、安全な飲料水、衣料及び医薬品を引揚援護局へ輸送中及び引揚援護局滞在中の引揚送還者に支給すること。もし援護局への輸送列車が遅延することがあれば、再補給を手配すること
　　ｂ．日本国内の指定港（附則２の２ａを見よ）を出発する、病院船を含めた全ての日本人乗組み船舶に対して、引揚援護局はじゅうぶんな美味の食糧、安全且つ新鮮な飲料水、医薬品、衣料その他乗組員及び引揚送還者に必要な物資を、往航及び復航日数にそれぞれ１日分の余裕をみて供給すること
　　ｃ．日本厚生省は、米人乗組み上陸用舟艇で送還される全ての非日本人送還者に対して、調理済みの1日分及び航海日数に1日分の余裕をみた未調理米を供給すること。ただし食糧は美味であること
　　ｄ．日本国内の指定港を出発し、引揚者を搭載して日本に帰る米国引揚船舶に対して、引揚援護局はじゅうぶんな食糧、医薬品、毛布その他復航時の引揚者に必要な物資を供給すること。日本において気候が寒冷な期間中、日本政府は気候温暖な地方より日本へ帰還する引揚者のために、日本出発の船舶にじゅうぶんな温かい衣料を積込むこと
　　ｅ．日本政府は、引揚送還者に対する供給並びに施設に関する経費を負担すること
　　ｆ．日本における日本人引揚者による米軍備品の保持
　　　　（１）日本人引揚者に対して米軍から支給された軍衣及び軍装品を最大限に利用するため、日本政府は以下の処置をとるよう指示される
　　　　　　　（ａ）引揚援護局を通して送還引揚者処理の時に、送還引揚者の所有する全ての米国製衣料及び備品を撤収すること
　　　　　　　（ｂ）そのような送還引揚者に対して必要な場合、日本製衣料及び備品を再支給すること
　　　　　　　（ｃ）上記パラグラフ1ｆの１aに指示されて撤収された米製衣料及び備品は、下記に従って日本政府が救済の目的に使用してもよい
　　　　　　　　　　１．織物または繊維を材料とする全ての衣料または備品は支給に先立って、区別できる色に染色すること
　　　　　　　　　　２．靴、水筒などのように染色できない備品は、連合国最高司令官に許可された方法で標識または烙印をつけること
　　　　　　　　　　３．染色または標識をつけない場合は、連合国当局によって没収される
　　　　（２）日本政府は、毎月末日現在における過去1ヶ月間内に、染色及び標識をつけ、必要者に再支給した米国製衣料並びに備品の各品目別数量を連合国最高司令官に報告すること
　　ｇ．引揚援護局への食糧及び衣料の供給は、日本の全県に公平に賦課すること

２．輸送
　　ａ．海上輸送は送還引揚者に対して無賃で行なう
　　ｂ．鉄道輸送は日本の移動計画に基いて引揚援護局へ移動する正当な送還引揚者に対しては無賃で行なう。これは1945年10月15日に遡及する。下記は乗車賃の払戻しを規制するものである
　　　　（１）払戻しを行なう場合は個人に対して行なわれるべきである。但し適当な権限を委任されて個人の代理人として行動する法的証拠を有する団体に対してはこの限りではない
　　　　（２）非日本人従業員に支払われた乗車賃の雇用主への払戻しの問題は、日本政府と当該雇用主との間で解決すべき問題である
　　ｃ．船舶及び列車は清潔にし、適当な衛生施設をその中に設置すること
　　ｄ．日本人乗組み送還引揚船舶には適当な消火設備と救命筏とを準備すること
　　ｅ．送還引揚船舶乗組みの米護送警護員の使用船室は清潔にし、最上のものとすること。また適当な衛生施設を準備すること

３．外国港において送還引揚船舶に提供される非常用供給物品
　　ａ．日本外の港に就航中の日本人乗組み船舶に対して交付される必要な供給物品の受領証を受納することを、これらの港の監督当局に手配しているところである
　　ｂ．送還引揚に従事する日本人乗組み船舶の船長に対して、日本外で得た供給物品の数量を表示した受領証を提出するよう指示すること。受領証には供給物品の数量及び種類、日本軍または一般日本人のどちらの使用に対して供給されたかを明記すること

MEDICAL AND SANITARY PROCEDURES


１．The Ministry of Public Welfare will carry out the following medical and sanitary procedures as minimum requirement incidental to repatriation of all nationals to and from Japan.

　　ａ．Procedures with respect to all repatriates will provide for:

　　　　（１）Physical inspection for detection of house infestation, and of cases and suspects of quarantinable diseases (cholera, plague, smallpox, louse-borne typhus, yellow fever, leprosy, and anthrax) or of communicable disease which might prejudice the health of subsequent contacts.

　　　　（２）Hospitalization or other effective segregation of persons known or suspected to be infected with quarantinable or significant communicable diseases, until communicability has passed. These persons will not be placed aboard vessels or trains carrying repatriates (see paragraph 3).

　　　　（３）Appropriate measures for continued observation of persons known to have had contact with a quarantinable disease of a type liable to convey infection. Observation will continue during the incubation period of the disease concerned, calculated from the day of last contact. The following incubation periods will be observed: smallpox - 14 days, louse-borne typhus - 12 days, plague - 6 days, yellow fever - 6 days, and cholera - 5 days, (see paragraph 3).

　　　　　　　（ａ）In accordance with the risk involved, appropriate measures may vary from detention under observation to notification to the responsible control agency in the country of entry of the presence of passengers aboard ships that have been exposed to the diseases mentioned in paragraph 1a (3) above.

　　　　（４）Disinfestation by methods approved by the Supreme Commander for the Allied Powers (preferably DDT) of: all persons arriving from Karafuto, Kurile Islands, Russia, Manchuria, Korea, China and other areas in which louse-borne typhus is known to be occuring; all persons found infested with lice upon arrival from other areas, or who have been in contact enroute with persons from the above designated areas. Disinfestation will include the clothing and baggage of such persons and other articles susceptible to infestation.

　　　　（５）Immunizations.

　　　　　　　（ａ）The following vaccinations will be given:

　　　　　　　　　　１．Smallpox vaccination will be given to all outgoing repatriates, and all incoming repatriates not vaccinated within one year.

　　　　　　　　　　２．Typhus vaccine will be administered to all repatriates traveling to the Asiatic mainland and all incoming repatriates not vaccinated within previous 6 months period.

　　　　　　　　　　３．Cholera vaccine will be given during spring and summer to all outgoing repatriates.

　　　　　　　（ｂ）Only the initial dose of a multi-dose vaccine need be administered at the reception centers if the flow of outgoing repatriates would be impeded otherwise.

　　　　（６）Maintenance of records required to comply with International quarantine procedure.

　　ｂ．Procedures with respect only to Japanese-manned vessels will provide for:

　　　　（１）Inspection for rodent infestation aboard such vessels arriving from areas in which plague is known to be occuring or is considered endemic, including the Asiatic mainland, Formosa and Netherlands East Indies.

　　　　（２）Fumigation by cyanide, sulfur dioxide, or other method submitted to and approved in advance by the Supreme Commander for the Allied Powers, of vessels in which a case of rodent plague has been detected, or in which there is an excessive number of rats as determined by the amount of feces present.

　　　　（３）Examination for infection with plague of all rats recovered after fumigation, or by trapping ashore or aboard vessels in which fumigation is not being carried out.

　　　　（４）Additional measures applicable to prevent the spread of plague, including anchorage in stream, fending off from wharves, rat guards, etc, as well as disinfestation (preferably with DDT) of persons and their effects and of parts of the vessels which may have become infested with lice. Disinfestation with DDT will be accomplished monthly on all vessels operating on shuttles where less than a month is required for a round trip. Vessels assigned to voyages requiring more than a month for a round trip will be disinfested with DDT prior to departure from Japan on each voyage.

　　　　（５）Other sanitary measures approved by the Supreme Commander for the Allied Powers as appropriate for control of diseases aboard vessels, including adequate provision for safe drinking water and proper disposal of wastes, and thorough cleaning of vessels at port of debarkation. In all cases ships will be thoroughly cleaned prior to their departure from Japan and in the shortest practicable time.

　　　　（６）Providing ships' masters with the necessary means and equipment to maintain a degree of sanitation while at sea. The Imperial Japanese Government will require ships' masters to enforce the desired high standard of cleanliness and sanitation

　　ｃ．Procedures with respect to reception centers will provide for:

　　　　（１）A continuing program of rats control and autopsies of captured rats in all reception centers with immediate notification to appropriate Allied military and Japanese authorities whenever a plague rat is found.

　　　　（２）All immunizations, processing and disinfestation of ships, and personnel and their baggage being done at the reception center. A blanket certificate to the effect that all required procedures have been accomplished will be attached to the passenger manifest. In cases where any required procedures have been omitted, an appropriate notation will be made on the certificate.

　　　　（３）Physical inspection being done during daylight hours, except in exceptional circumstances in which the flow of repatriates would be impeded otherwise.

　　　　（４）Additional measures of port sanitary control, including in particular investigation of enteric infections, being carried put by the Ministry of Public Welfare as desirable and feasible provided that the flow of repatriates is not impeded thereby.

　　ｄ．Japanese crews of repatriation vessels will be vaccinated for the diseases enumerated in paragraph 1c (3) above. Immunization will be considered valid not to exceed the following periods: smallpox - 1 year, louse-borne typhus - 6 months, cholera - 4 months, yellow fever - 5 years, plague - 3 months. Each member of the crew will be issued an immunization register, indicating type vaccination and the date the vaccine was administered. The crew members will carry these registers at all times. Loss of immunization registers will necessitate revaccination.

　　ｅ．Members of crews of incoming repatriation ships carrying smallpox cases will be vaccinated, or revaccinated, and the responsible control agency notified that the ship can be dispatched when five days have elapsed subsequent to the vaccination. This will not apply to ships carrying quarantinable disease other than smallpox.

　　ｆ．The Imperial Japanese Government will direct the captains of Japanese manned repatriation vessels to notify the responsible control agency in the country of entry of the presence on board ship of any of the disease listed in paragraph 1a (3) above or of exposed passengers traveling during incubation periods. Notification will also include cases of significant communicable disease,the institutionalization of which is not immediately practicable, i.e. tuberculosis, etc.

　　ｇ．Persons infected with leprosy will not be repatriated.

２．Japanese medical personnel to be furnished for repatriation shipping.

　　ａ．Medical personnel aboard Japanese-manned Liberty ships and Landing Ships, Tank, repatriating Japanese from China, except for hospital ships, will be furnished by the Chinese authorities from Japanese medical personnel now in China. This personnel will be assigned for permanent duty aboard these vessels.

　　ｂ．The Imperial Japanese Government will assign medical personnel for permanent duty aboard all Japanese-manned repatriation shipping, other than that mentioned in paragraph 2a above, as follows:

　　　　（１）On ships making voyages of less than four days duration, two medical orderlies.

　　　　（２）On ships making voyages of four days or longer duration, a doctor and two medical orderlies.

　　ｃ．The Imperial Japanese Government will obtain names and itineraries of shipping requiring Japanese medical personnel from the Shipping Control Authority for the Japanese Merchant Marine.

３．Quarantine procedures for cholera among repatriates.

　　ａ．The Imperial Japanese Government will take the following measures immediately to prevent the introduction of cholera into Japan by individuals being repatriated from China:

　　ｂ．In the case of ships with repatriates from China which arrive without cases of cholera aboard:

　　　　（１）Where the voyage has taken more than six (6) days, all personnel, except crew members who have been inoculated within the previous one month period (see paragraph 1d above), will be inoculated with 1 cubic centimeter of cholera vaccine and debarked, and processing procedures will be performed as usual.

　　　　（２）Where the voyage from China has taken less than six (6) days, all personnel will be held aboard the ship until six (6) days have clapsed, the personnel physically examined for cholera, and if no cases are found they will be disembarked as described in paragraph 3b (1) above. In the event cholera is found, the procedures will be as prescribed in paragraph 3c below.

　　ｃ．Ships which arrive in Japan WITH CHOLERA ABOARD will use only the ports of Uraga or Sasebo until directed otherwise by the Supreme Commander for the Allied Powers.

　　　　（１）Ships will be anchored sufficiently for from shore to preclude the possibility of anyone swimming to shore or contamination from the vessel washing ashore.

　　　　（２）All personnel will be held on board for fourteen (14) days after the development of the last case.

　　　　（３）Cases of cholera will be removed from the ship to a hospital ship anchored off shore, which will receive and treat cholera cases among repatriates. Prior to the arrival of the hospital ships at the ports of Uraga and Sasebo, cholera patients will be removed to the isolation hospitals at the reception centers at the above mentioned ports, where strict isolation procedure will be maintained. Great care will be exercised in sterilizing all discharged from the patients (using 2 per cent cresol solution), screening to protect from flies and isolation of attendants.

　　　　（４）All personnel (except cholera patients, and crew members who have been inoculated within the previous one month period) will be inoculated with 1 cubic centimeter of cholera vaccine.

　　　　（５）During the quarantine period the feces and urine of all personnel will be treated with a 2 per cent cresol solution before being discharged into the sea.

　　　　（６）A stool examination will be performed on all personnel to detect carriers. All carriers discovered will be isolated in the same place as cholera cases and kept until three negative stool specimens have been obtained at two day intervals.

　　　　（７）The baggage and clothing of all personnel will be sterilized.

４．The Japanese Government will furnish the vaccine necessary for medical processing at all repatriation ports in China and Japan. The Supreme Commander for the Allied Powers will furnish the necessary instructions concerning amounts and types needed for China. Where it is not possible for the Japanese Government to furnish vaccines in the required amounts, the Supreme Commander for the Allied Powers will be notified of deficiencies with reasons therefore.


附則５

医療及び衛生処置


１．厚生省は日本への及び日本からの全引揚送還者の引揚送還に付随する最小限度の要求として、下記のとおり医療及び衛生処置を実施すること
　　ａ．全引揚送還者に関連する処置は
　　　　（１）虱の蔓延及び検疫対象疾病（コレラ、ペスト、天然痘、発疹チフス、黄熱病、ハンセン病、炭疽熱）または接触により健康者に危害を与える伝染性疾病の患者及び容疑者を探知するための身体検査を実施すること
　　　　（２）要隔離疾病または重大な伝染性疾病の患者または容疑者に対しては、その伝染可能期間経過まで入院または他の有効な隔離をすること。それらの者を引揚送還船舶または引揚送還者輸送列車に乗せないこと（パラグラフ3を見よ）
　　　　（３）伝染の可能性のある要隔離疾病患者と接触したことが判明している者に対しては継続的な監視のための適当な処置をすること。監視は発病者との接触があった最後の日から計算して当該疾病の潜伏期間中継続すること。その際下記の潜伏期間を遵守すること。天然痘−14日間、発疹チフス−12日間、ペスト−6日間、黄熱病−6日間、コレラ−5日間（パラグラフ3を見よ）
　　　　　　　（ａ）各場合の危険の程度に応じて上記パラグラフ1aに示した疾病の発生した船舶による引揚送還者に対しては、一定地区に隔離して監視するか、その行き先地の責任ある統制機関に通告するなどの適当な処置をすること
　　　　（４）樺太、千島列島、ソ連、満洲、朝鮮、中国及びその他現在発疹チフスの発生している地域からの引揚者、他の地域からの引揚者で虱の蔓延が発見された者、または上に指定した地域からの引揚者と途中接触した者の全てに対して、連合国最高司令官の認可する方法による消毒（できればDDTが望ましい）を実施すること。消毒はそれらの者の衣類、荷物及び虱の蔓延しやすい物品に対しても行なうこと
　　　　（５）免役
　　　　　　　（ａ）下記の注射を実施すること
　　　　　　　　　　１．種痘は、1年以内に種痘を受けていない全ての出航送還者及び入港引揚者に対して行なうこと
　　　　　　　　　　２．発疹チフスの注射は、アジア大陸へ旅行する全ての送還者及び6ヶ月以内に注射を受けていない入港引揚者に対して行なうこと
　　　　　　　　　　３．コレラの注射は、春と夏とに全ての出航送還者に対して行なうこと
　　　　　　　（ｂ）但し、出航送還者の流出が妨げられる場合には、数回分の注射中最初の1回分の注射のみを引揚援護局で実施すること
　　　　（６）記録の保持は国際検疫手続に従うことが必要である
　　ｂ．日本人乗組み船舶に限って下記の措置をすること
　　　　（１）現在ペストの発生が判明している地域及びペストが常時流行する地域（アジア大陸、台湾及びオランダ領インド諸島を含む）からの引揚船内の齧歯類動物蔓延状況を検査すること
　　　　（２）ペスト患者発生の船舶、または現存する排泄物の量によって非常に多数の鼠がいると判定される船舶に対しては、シアン化合物、二酸化硫黄または連合国最高司令官に提出して前もって承認された他の方法によって燻蒸消毒を行なうこと
　　　　（３）燻蒸によって見つけられた鼠、あるいは沿岸やまだ燻蒸消毒を行なわれていない船舶内で罠によって捕らえられた鼠は全てペスト菌の有無を検査すること
　　　　（４）ペスト伝染防止に使用し得る補助的対策として、全ての人員、その所持品及び虱の巣窟である可能性のある船の各部分に対する消毒（できればDDTが望ましい）だけでなく、船舶の海上碇泊、埠頭繋留防止、鼠の警戒等をすること。DDTによる消毒は、往復航海就航船舶で1航海所要時間が1ヶ月以下の全ての船舶に対しては毎月実施すること。1航海1ヶ月以上を要する航海に就航中の船舶に対しては、各航海ごとに日本出航に先立ってDDTによる消毒を実施すること
　　　　（５）連合国最高司令官によって適当と認められたその他船内疾病防止のための衛生処置、たとえば安全な飲料水のじゅうぶんな供給、塵芥の適当な処理及び上陸港における船舶の徹底的な清掃をすること。あらゆる場合において、日本出航に先立ってDDTによる消毒を実施すること
　　　　（６）航海中高度の衛生状態を維持するために必要な手段及び設備を船長に供与すること。日本政府は望ましい高度の清潔衛生状態の励行を船長に対して要求すること
　　ｃ．引揚援護局に対する処置は
　　　　（１）全引揚援護局において鼠の蔓延防止対策を続行し、同時に捕獲した鼠の検死を行なうこと。もしペスト菌を保有する鼠を発見の場合はその都度、しかるべき連合軍官憲及び日本側関係当局に直ちに報告すること
　　　　（２）引揚援護局において施行される船舶、乗船人員及びその荷物の処理や害虫駆除などのあらゆる免役措置をするこ。必要な全ての処理を完了した旨の総括的証明書を乗船名簿に添付すること。必要な処理の一部を省略した場合は証明書にその旨をしかるべく記載すること
　　　　（３）身体検査は、引揚送還者の流れが妨げられる例外的な場合を除いて、昼間に行なうこと
　　　　（４）特に内臓伝染病に関する検査を含めて港湾衛生管理の補助的対策。この対策は、引揚送還者の流れの妨げとならない限り、適当且つ可能な範囲内で厚生省によって運営されること
　　ｄ．引揚送還船舶乗組みの日本人船員に対して、上記パラグラフ1c(3)にあげられた疾病に対する予防注射及び種痘をすること。免疫措置はその施行日から下記の期間を経過する時は無効となる。天然痘−1年、発疹チフス−6ヶ月、コレラ−4ヶ月、黄熱病−5年、ペスト−3ヶ月。乗組員にはそれぞれ注射の種類及び施行期日を記載した免疫登録表を交付すること。乗組み船員はその登録表を常時携帯すること。免疫登録表を紛失した場合、再度の注射を必要とする
　　ｅ．天然痘患者を輸送した入港引揚船員には種痘を行なうこと。以前に種痘をした者には再種痘すること。そして責任ある統制機関に対して、その種痘の実施後5日間を経過したときその船舶が派遣できることを通告すること。但し、これは天然痘以外の検疫対象患者を輸送の船舶には適用しない
　　ｆ．日本政府は日本人乗組み引揚送還船の船長に対して、航海中上記1a(3)にあげた疾病の発生に関してまたは病気潜伏期間中同船した乗船者に関しての報告を入港前に当該責任統制機関に報告するよう指示すること。この報告は特別な伝染病、たとえば肺結核などの早急な入院を必要としない疾病についてもまたおこなうこと
　　ｇ．ハンセン病患者の引揚送還は行なわない

２．日本人医師を各引揚送還船に乗船させること
　　ａ．病院船を除き中国からの日本人引揚輸送船として就航中の日本人乗組み戦時標準船及び上陸用舟艇には中国官憲によって現在中国にいる日本人医師を乗船させることになった。この医師は引揚船内で恒久的任務につくことを定められた
　　ｂ．日本政府は、上記パラグラフ2aに記された者を除く全日本人乗組み引揚船舶に下記のとおり恒久的任務につく医師を乗船させること
　　　（１）4日間未満の航海をする船舶には看護員2名
　　　（２）4日間またはそれ以上の期間を航海する船舶には医師1名、看護員2名
　　ｃ．日本政府はSCAJAPから医師を必要とする船舶名及び航海情報を入手すること

３．引揚者中コレラ検疫処置
　　ａ．日本政府は中国から引揚げる者によって日本にコレラが持ち込まれるのを防止するため直ちに次の処置をすること
　　ｂ．コレラ患者無く中国から引揚者を載せて到着する船舶の場合
　　　　（１）航海が6日以上の場合には、1ヶ月以内に（パラグラフ1dを見よ）注射を行なった乗組み船員を除く全員に対してコレラワクチン1�佞鮹躰佑靴鴇緡Δ気察△修梁召僚萢�手段は通常どおり行なうこと
　　　　（２）航海が6日未満の場合には、6日間を経過するまで全員船内に留め置きコレラに対する個人身体検査を実施すること 。もし患者が無い場合はパラグラフ3b(1)の規定に従って上陸させること。コレラ発生の時はパラグラフ3cの規定に従って処置すること
　　ｃ．コレラ患者を載せて日本に到着する船舶は、連合国最高司令官から他の指示があるまで浦賀か佐世保だけを使用すること
　　　　（１）誰も岸に泳ぎ着きまたは船中の汚物が岸に漂着することのないように船舶は岸からじゅうぶんな距離をとって碇泊すること
　　　　（２）最終の患者発見後14日間を経過するまで全員を船内に留め置くこと
　　　　（３）引揚者中のコレラ患者を収容し治療するために、沖合いに碇泊する病院船に船内のコレラ患者を移送すること。浦賀、佐世保両港に病院船が到着するまでは、上記に言及された引揚援護局の隔離病院にコレラ患者を移し厳重な隔離処置をすること。隔離病院においては患者の排泄物の消毒法（２%のクレゾール液を使用すること）、蝿の防止及び付添い人の隔離について特に注意を払うこと
　　　　（４）全員（コレラ患者及び1ヶ月以内に注射を行なった乗組み船員を除く）に対して1�佞離灰譽薀錺�チンを注射すること
　　　　（５）検疫期間中、全員の糞尿を海中に放出する前に2%クレゾール液で処理すること
　　　　（６）保菌者発見のため全員に対して検便を実施すること。発見された保菌者はすべてコレラ患者と同じ場所に隔離し2日間隔の検査によって無菌証明が3回得られるまで隔離すること
　　　　（７）全員の荷物及び衣類を消毒すること

４．日本政府は中国及び日本の全引揚港に対して医療処置に必要なワクチンを支給すること。連合国最高司令官は中国において必要とするワクチンの数量及び種類に関して必要な指示を与える。もし日本政府が必要量のワクチンの提供が可能でない場合は連合国最高司令官にその理由を添えて通報すること

CURRENCY, SECURITIES, AND OTHER DOCUMENTS AND POSSESSIONS


１．The Ministry of Public Welfare will carry out the following procedures in processing Japanese being repatriated to Japan, and Chinese, Formosans, Koreans, and Ryukyuans to their respective homelands.

２．In processing Japanese nationals repatriated to Japan, the Imperial Japanese Government will:

　　ａ．Permit the following currency and Japanese Government Bonds to be brought into Japan:
　　　　（１）Bank of Japan yen currency and supplemental "B" type currency in the following amounts:

　　　　　　　（ａ）Commissioned officers - a maximum of \ 500.

　　　　　　　（ｂ）Non-commissioned officers and enlisted men - a maximum of \ 200.

　　　　　　　（ｃ）Civilians* - a maximum of \ 1000.

＊Includes civilians attached to Japanese Army and Navy.

　　　　（２）Exchange certificates for Japanese yen, issued by demobilization directors at ports of embarkation in north China, and duly certified for yen currency, issued in southern Korea, in lieu of yen currency up to the limits stipulated in paragraph 2a (1) above.

　　　　（３）Japanese Government bonds expressed in yen, in lieu of yen currency and/or exchange certificates up to the limits stipulated in paragraph 2a (1) above.

　　ｂ．In addition to the amounts of yen currency, exchange certificates, or Japanese Government bonds which may be brought in by all repatriates, permit Japanese prisoners of war to bring in with them additional amounts equal to payments made to them or accumulated by them while interned as prisoners of war.

　　ｃ．（１）Convert exchange certificates and certified receipts (see paragraph 2a (2) above) into Bank of Japan currency on a one-to-one basis, retaining in safe custody exchange certificates so exchanged pending further directions from the Supreme Commander for the Allied Powers. Bank of Japan and "B" type currency allowed to be brought in plus the proceeds of any exchange made at the port of debarkation will not exceed the limitations of paragraph 2a (1) above.

　　　　（２）Effect no exchanges of any foreign currency brought into Japan including, but not by way of limitation, currency of the Bank of Chosen, the Bank of Taiwan, and the Central Bank of Manchuria. All such currency carried to Japan by repatriates will be taken up against individual receipt and held in safe custody pending further directions from the Supreme Commander for the Allied Powers. The above will not be construed to amend or nullify paragraph 3 of Memorandum from the Supreme Commander for the Allied Powers, file AG 123 (13 Dec 45) ESS/FI, dated 13 December 1945, subject: "Relief Payments to Japanese Repatriates."

　　ｄ．Permit the following financial instruments to be brought into Japan as indicated below.
　　　　（１）Postal savings pass books of the Japanese Postal savings System issued in Japanese yen in Japan, Korea, Formosa, Kwantung Province, and north China.

　　　　（２）Post Office life insurance policies and other insurance policies issued by Japanese companies.

　　　　（３）Bank pass books issued by financial institutions in Japan.

　　　　（４）Japanese Army and Navy field-postal savings pass books.

　　　　（５）Remittance receipts, payable in yen, issued to repatriates from China by the Yokohama Specie Bank in China against yen deposits, provided that the total yen amount of remittance receipts carried by any person, when added to the yen currency, exchange certificates and/or Japanese Government bonds does not exceed the amounts stipulated in paragraph 2a (1) above.

　　ｅ．Permit them to carry with them their clothing and personal possessions of value only to the owner. This will be limited to the amount each person can carry at one time.

　　ｆ．（１）Take up against individual receipt:

　　　　　　　（ａ）All currency or combinations of currency and/or exchange certificates, remittance receipts and Japanese Government bonds in excess of the limitations stipulated in paragraph 2a (1) above, and all foreign currencies (see paragraph 2c (2) above).

　　　　　　　（ｂ）Gold or silver coin.

　　　　　　　（ｃ）Gold, silver or platinum bullion or alloy thereof in bullion form.

　　　　　　　（ｄ）Checks, drafts, bills of exchange, securities, promissory notes, payment instructions, transfer orders, or other financial instruments, except as in paragraphs 2a through 2d above.

　　　　　　　（ｅ）Powers of attorney, proxies, or other authorizations or instructions to effect financial or property transactions with in or outside Japan.

　　　　　　　（ｆ）Any other evidence of indebtedness or evidence of ownership of property not specifically enumerated above.

　　　　　　　（ｇ）Art objects and personal property of value to others beside the possessor, and personal possessions in excess of limits prescribed in paragraph 2c above.

　　　　（２）Hold those items taken up against individual receipt in safe custody pending further directions from the Supreme Commander for the Allied Powers.

　　ｇ．（１）Permit the following to be brought into Japan by repatriating oversea forces.

　　　　　　　（ａ）Administrative documents relating to military personnel to include service records, data on promotions, awards, decorations, pay, allowances and allotments, and other official documents necessary for completing final records and discharge papers of military and auxiliary personnel. Administrative regulations and procedures covering personnel matters are included in this authorization.

　　　　　　　（ｂ）Tables of organization and equipment, strength returns, changes in command and military directories.

　　　　　　　（ｃ）Health regulations, hospital records and sick reports.

　　　　　　　（ｄ）Courts martial proceedings, records of arrests and confinements, and files pending cases.

　　　　　　　（ｅ）Inventories, budgets, receipts, disbursements and settlements of purely military accounts.

　　　　　　　（ｆ）Demobilization and repatriation regulations.

　　　　　　　（ｇ）Census of Japanese nationals in various areas.

　　　　　　　（ｈ）Official documents necessary for settlement of accounts of the deceased who were formely in the military or auxilary service.

　　　　　　　（ｉ）Lists of missing personnel and deserters.

　　　　　　　（ｊ）Official organization seals.

　　　　（２）Items listed paragraphs 2g (1) (a) through 2g (1) (j) above will be subject to screening by appropriate authorities at ports of embarkation and debarkation. When cleared at the port of embarkation, the items will be placed aboard departing repatriation vessels in the custody of an individual designated by Allied commander in that area. The appointed custodian of the documents will present his credentials and clearance certificate from the port of embarkation to the proper authority at the port of debarkation for final cママ clearance transfer to these documents to the control of the Imperial Japanese Government. The provisions of paragraph 2g (1) above are not to be construed as a matter of policy and do not abrogate the prerogative of the local Allied commander to retain in his area such documents as he considers necessary.

３．In processing Korean, Chinese, or Formosan nationals, or Ryukyuans being repatriated from Japan to their respective homelands, the Imperial Japanese Government will:

　　ａ．Permit them to take with them yen currency in an amount not to exceed \ 1000 per person.

　　　　（１）Chinese, Formosans and Ryukyuans will take Bank of Japan currency.

　　　　（２）The Imperial Japanese Government will exchange Bank of Chosen currency for Bank of Japan currency for Korean nationals, on a one to one basis.

　　ｂ．Permit Koreans and Chinese to take with them in addition to currency:

　　　　（１）Postal savings pass books and bank pass books issued by financial institutions in Japan and in the country to which they are being repatriated.

　　　　（２）Insurance policies issued in Japan and in the country to which they are being repatriated.

　　　　（３）Checks, drafts and certificates deposit drawn on and issued by financial institution in Japan and payable in Japan.

　　ｃ．Permit them to carry with them their clothing and personal possessions of value only to the owner. These effects will be limited in weight to 250 pounds per person. The Imperial Japanese Government will take the necessary steps to handle this additional baggage without delaying the repatriation program.

　　ｄ．（１）Take up against individual receipt:

　　　　　　　（ａ）All other currency and yen currency in excess of the amount set forth in paragraph 3a above. All Bank of Japan currency carried by Korean repatriates will be collected and individual receipts will be issued for all that over and above the amount taken in exchange for Bank of Chosen currency (see paragraph 3a (2) above, and memorandum from the Supreme Commander for the Allied Powers, file AG 091.31 (30 Mar 46) ESS/FI, (SCAPIN-854-A), dated 30 March 1946, subject: "Conversion of Currency for Korean Repatriates.")

　　　　　　　（ｂ）Gold, silver, or platinum bullion or alloy thereof in bullion form.

　　　　　　　（ｃ）Checks, drafts, bills of exchange, securities, promissory notes, payment instructions, transfer orders, or other financial instruments, except as specified in paragraph 3b above.

　　　　　　　（ｄ）Powers of attorney, proxies, or other authorization or instructions to effect financial or property transactions within or outside Japan.

１．厚生省は日本に引揚げる日本人及びそれぞれの本国に引揚げる中国人、台湾人、朝鮮人及び琉球人を処理するに当たって下記の手続を実施すること

２．日本政府は日本に引揚げる日本人の処理に当たって
　　ａ．下記の通貨及び日本政府公債の持込を許可すること
　　　　（１）以下の総額の日本銀行券及びB号円表示補助通貨
　　　　　　　（ａ）将校　　　　500円
　　　　　　　（ｂ）下士官、兵　200円
　　　　　　　（ｃ）一般人*　　1000円

　　　　（２）華北の乗船港で復員司令官が発行した現金預り証及び南部朝鮮で発行された正当な現金受領証。上記2a(1)に規定された限度までの日銀券に代わるものとする
　　　　（３）上記パラグラフ2a(1)に規定された限度までの日銀券及び(あるいは)現金預り証に代わる日本円表示日本政府公債
　　ｂ．日銀券、現金預り証及び日本政府公債は引揚者全員が持ち帰ることができるが、捕虜はその外に捕虜として抑留中に支払われまたは蓄積した報酬に相当する金額を持ち帰ることができる
　　ｃ．（１）現金預り証及び現金受領証(上記パラグラフ2a(2)を見よ)を1対1の割合で日銀券に兌換すること。この兌換された現金預り証は保管し連合国最高司令官からの更なる指示を待つこと。上陸港で兌換した金額並びに日銀券及びB号表示補助通貨の合計は上記パラグラフ2a(1)の限度を超過しないこと
　　　　（２）日本に輸入される外国通貨は、朝鮮銀行券、台湾銀行券及び満洲中央銀行券(これのみに限定する意味ではない)を含めて一切の交換をしない。引揚者によって日本に運ばれる全ての外国通貨を各人宛保管証と引換えに取上げ、連合国最高司令官からの更なる指示があるまで保管すること。これは1945年12月13日付SCAPIN430「日本人引揚者に対する救済金支払」中のパラグラフ3を修正もしくは無効にするものとして解釈されない
　　ｄ．下記の金融証書の持ち帰りを許可すること
　　　　（１）内地、朝鮮、台湾、関東州及び華北で発行された日本円表示の日本政府郵便貯金通帳
　　　　（２）簡易保険証書及び内地保険会社の発行した証書
　　　　（３）内地金融機関の発行した銀行預金通帳
　　　　（４）陸海軍野戦郵便貯金通帳
　　　　（５）円預金に対して中国における横浜正金銀行が中国から引揚げる日本人に対して発行した日本円支払送金手形。但し1人につきその送金手形と日銀券、現金預り証及び(あるいは)日本政府公債との合計は上記パラグラフ2a(1)に規定された金額を超過しないこと
　　ｅ．引揚者に衣類及び所有者本人にとってのみ価値のある個人所持品の携行を許可すること。これは各自が自力で1回に運ぶことができる量に限られる
　　ｆ．（１）各人宛保管証と引換えに次のものを取上げること
　　　　　　　（ａ）上記パラグラフ2a(1)に規定する限度を超過する全ての通貨または各種通貨の組み合わせ及び(あるいは)現金預り証、送金手形、日本政府公債並びに全ての外国通貨(パラグラフ2c(2)を見よ)

　　　　　　　（ｂ）軍の編成及び装備、兵力、指揮官の異動に関する諸表及び名簿類
　　　　　　　（ｃ）衛生規則、病院記録及び患者名簿
　　　　　　　（ｄ）軍法会議議事録、拘留、禁錮記録、未決懸案ファイル
　　　　　　　（ｅ）財産目録、予算案、領収書、支出証及び純然たる軍関係支出計算書

　　　　（２）パラグラフ2ｇ(1)(a)から(j)にあげられた書類は、乗船港及び上陸港において関係官憲の検閲を受けること。乗船港における検閲完了後、その書類は同地区の連合軍指揮官の指名する者が保管し出航引揚船に乗船させること。指定された書類の保管者は上陸港の関係官憲に対してその書類を日本政府の管理下に引き渡すための最終的認可を受けるためにその信任状及び乗船港の出航許可証を提示すること。上記パラグラフ2g(1)の条項は政治的問題と解釈されない。したがって地方連合軍指揮官は必要と認める文書をその管轄地区内に保留する特権を留保するものである

３．日本政府は日本からそれぞれの本国に引揚げる朝鮮人、中国人または台湾人または琉球人を処理するに当たり
　　ａ．1人当り1000円を超えない金額の持ち帰りを許可すること
　　　　（１）中国人、台湾人及び琉球人は日本銀行券を持ち帰ること
　　　　（２）日本政府は朝鮮人のために1対1の割合で朝鮮銀行券と日銀券の交換を行なうこと
　　ｂ．朝鮮人及び中国人に対しては通貨のほかに下記のものの持ち帰りを許可すること
　　　　（１）郵便貯金通帳並びに日本及び引揚先における金融機関発行の銀行預金通帳
　　　　（２）日本内地及び各引揚先において発行された保険証書
　　　　（３）日本内地の金融機関の発行した日本において支払可能な小切手、送金手形及び預金証書
　　ｃ．上記の引揚者に対して衣類及び所有者本人にとってのみ価値のある個人的所持品の携行を許可すること。これらは1人当り重量250ポンドに限られる。日本政府は引揚送還計画を遅らせることなく、この追加荷物を処理するために必要な措置をとること
　　ｄ．（１）各人宛受領証と引換えに下記のものを取上げること
　　　　　　　（ａ）パラグラフ3aに規定された金額を超過する全ての他の通貨及び日本円。朝鮮人引揚者によって運ばれる全ての日銀券は徴収した上、交換限度を超過する全額に対しては各人宛保管証を交付すること。(上記パラグラフ3a(2)及び1946年3月30日付SCAPIN854-A「朝鮮人引揚者のための通過引換」を見よ)

MISCELLANEOUS


１．Visits by Japanese Nationals to Korea.

　　ａ．All requests for permission for Japanese nationals to visit Korea will be disapproved unless, in the opinion of the Supreme Commander for the Allied Powers, visit is for the purpose of conducting business essential to the occupation of Japan and Korea.

　　ｂ．The settlement of private business matters by Japanese nationals and their assistance in welfare and relief work is not considered essential business as defined in a above.

２．Use of repatriation vessels for cargo.

　　ａ．Cargo space on regularly assigned repatriation ships may be allocated by the Shipping Control Authority for the Japanese Merchant Marine for essential cargo under the following conditions:

　　　　（１）When suitable cargo ships are not available.

　　　　（２）When the amount of cargo is so small that the scheduling of a cargo ships therefor is not warranted.

　　ｂ．The Imperial Japanese Government will continue to arrange with the Shipping Control Authority for the Japanese Merchant Marine through the Civilian Merchant Marine Committee, for the assignment of the necessary space for shipping authorized cargoes.

雑則


１．日本国民の朝鮮渡航
　　ａ．日本国民の朝鮮渡航申請は連合国最高司令官がその渡航が日本及び朝鮮の占領に絶対必要な任務を遂行するためのものであると認めない限り一切許可しない
　　ｂ．日本国民の個人的事務要件の解決または日本国民の厚生並びに救恤事業の援助は上記の占領任務上絶対必要なものとみなさない

２．貨物積込のための引揚船の使用
　　ａ．絶対必要な荷物のために正規に引揚用として割当てられた船舶に積荷の余地を振当てることはSCAJAPによって下記条件のもとに行なわれる
　　　　（１）適当な貨物船を使用できないとき
　　　　（２）貨物の数量が非常に僅少であり、そのための貨物船の配給を請合えないとき
　　ｂ．日本政府は正常な貨物の船積みのための必要な船腹の割当てに関して船舶運営会を通じて常にSCAJAPと協議すること
