３．In view of the inability of the In erial(Imperialがかすれているものか) Japanese Government to reach the rates of flow prescribed in above references, the plan for Korean repatriation is further amended as follows:
b．The Imperial Japanese Government will take necessary measures to progressively increase this rate of flow to insure that, by 5 May 1946 the ports of Hakata and Senzaki will have reached the prescribed rates of outflow of 3000 and 1000 per day respectively. These rates will be maintained thereafter until all Koreans desirous of repatriation are cleared from Japan.
３．参照覚書に規定してある送出率を達成する能力が日本政府に欠けているという観点において、朝鮮人送還計画を以下のように改める
（ｂ）日本政府は、送出率を次第に増加させていき、1946年5月5日までに仙崎・博多が規定された1日3000人と1000人の送出率を達成するために必要な処置をとり、この送出率はこの後送還を希望する全ての朝鮮人が日本から一掃されるまで維持されること。

（１）Names of Koreans, listed by family, who were not repatriated on or before 15 November 1946, but who have not forfeited their privilege of repatriation, as outlined in paragraph 1d above.
（２）Approximated date each family, referered to in paragraph 9a (1) above, will be able to move to the Hakata Reception Center. In any case, delay in repatriation is not authorized beyond 31 December 1946.
９．日本の港を経由する朝鮮人の処理
ａ．現在日本に居て、以前北緯38度以南の朝鮮に居住していた朝鮮人の送還は、1946年11月15日またはそれ以前に完了すること。但し上記パラグラフ1dに記された者を除く。以下の報告を1946年11月30日までに連合国最高司令官に提出すること
（１）上記1dで概説されたとおり、1946年11月15日またはそれ以前に引揚ができないが、送還特権を喪失しない者で家族の名簿に記載された朝鮮人名

Insofar as practicable the immediate family group should be considered a unit, and should be repatriated as a unit, unless members thereof have forfeited their privilege of repatriation. Persons, who cannot comply with repatriation plans, due to circumstances beyond their control, will not be included in the reports directed in paragraph 1 c above.

３．In processing Korean, Chinese, or Formosan nationals, or Ryukyuans being repatriated from Japan to their respective homelands, the Imperial Japanese Government will:
ａ．Permit them to take with them yen currency in an amount not to exceed \ 1000 per person.
（１）Chinese, Formosans and Ryukyuans will take Bank of Japan currency.
（２）The Imperial Japanese Government will exchange Bank of Chosen currency for Bank of Japan currency for Korean nationals, on a one to one basis.
ｂ．Permit Koreans and Chinese to take with them in addition to currency:
（１）Postal savings pass books and bank pass books issued by financial institutions in Japan and in the country to which they are being repatriated.
（２）Insurance policies issued in Japan and in the country to which they are being repatriated.
（３）Checks, drafts and certificates deposit drawn on and issued by financial institution in Japan and payable in Japan.
ｃ．Permit them to carry with them their clothing and personal possessions of value only to the owner. These effects will be limited in weight to 250 pounds per person. The Imperial Japanese Government will take the necessary steps to handle this additional baggage without delaying the repatriation program.
３．日本政府は日本からそれぞれの本国に引揚げる朝鮮人、中国人または台湾人または琉球人を処理するに当たり
ａ．1人当り1000円を超えない金額の持ち帰りを許可すること
（１）中国人、台湾人及び琉球人は日本銀行券を持ち帰ること
（２）日本政府は朝鮮人のために1対1の割合で朝鮮銀行券と日銀券の交換を行なうこと

ｃ．上記の引揚者に対して衣類及び所有者本人にとってのみ価値のある個人的所持品の携行を許可すること。これらは1人当り重量250ポンドに限られる。日本政府は引揚送還計画を遅らせることなく、この追加荷物を処理するために必要な措置をとること

２．Paragraph 3c, Annex ��, subject: "Currency, Securities and other Documents and Possessions", of the reference memorandum is rescinded and the following substituted therefor.
"３．ｃ．Effective １ April 1946, permit them to carry with them their clothing and personal possessions of value only to the owner. These effects will be limited in weight to 250 pounds per person. The Imperial Japanese Government will take the necessary steps to handle this additional baggage without delaying the repatriation program".

ｃ．Effective 1 August 1946, permit them to take from Japan clothing, personal possessions and household effects of value only to the the owner limited to the amount that can be carried by indivudual concerned. Application to the appropriate Eighth Army Military Government unit is authorized, in accordance with separate instructions to be issued for desired unaccompanied shipment, as follows:
（１） Clothing, personal possessions and household effects of value only to the owner, in addition to that authorized above, the total shipment thereof limited in weight to 500 pound per person.
（２）Certain light machinery and handicraft tools owned by them, free and clear of all liens and encumberances as of 2 September 1945 and limited in weight to 4000 pounds.

ｃ．1946年8月1日時点で、各自が運ぶことのできる量に限って、衣類、個人財産及びその所有者にとってのみ価値のある家財道具を日本から持ち帰ることを許可する。携行しない別送品の積荷のために出される指示に関して、米第8軍への申請は以下のとおり認可される
（１）追加で上記で許可された衣類、個人財産及びその所有者にとってのみ価値のある家財道具。積荷全体は1人あたり500ポンドに制限される
（２）1945年9月2日時点で一切の質権・抵当権が設定されておらず、4000ポンド以内の送還者の所有する特定の軽機械と工具
「2倍になったのね。約230kgか」
「『4000ポンド以内の送還者の所有する特定の軽機械と工具』もいいんだな。これなら仕事もできるよな」
「4000ポンドって約1.8tだよねぇ。そんなの軽機械って言うのかなぁ？」
「ちょっとした機械でもそれくらいの重さはするのよ。実はこの規定も9月30日付SCAPIN927/9で（ｃ）の条項が追加されて修正されるの」

SCAPIN1015 Suppression of Illegal Enrty into Japan 日本への不法入国の阻止
１．Cholera has broken out in Korea and is rapidly reaching epidemic proportions. In view of the grave danger of the introduction of this disease into Japan by carriers transported from Korea to Japan on unauthorized shipping, positive steps must be taken to detect and apprehend ships illegally entering Japanese ports.
１．コレラが朝鮮で発生し、速やかに流行するだろう。朝鮮から日本へ未許可の船舶で輸送される保菌者によって、日本にもたらされる重大な危険性から見て、不法に日本の港に入ってくる船を探知して逮捕する積極的な措置が採られなくてはならない
「このSCAPINは後で密航について取上げる回でも使うんだけど、とりあえずコレラが朝鮮で発生したってこと。官報でも朝鮮のコレラについてふれたものがあったわ」
